I mean a budget for a single year had to be abandoned half way through the year because of unforseen circumstances. The rate of technological change will make the 40-year plan useless. This is just a waste of time and money. Why not 10-year or 5-year development plans?

What the country needs is literacy, people able to read and write. Get those who want apprenticeship into it.
This chew pour l is like buying and selling which has taken the whole country into stagnation.
