  I agree with you. Intelligence is what is required. There are many lucrative ways to balance our budget through constructive policies and a of system of integrated checks and balances. It's disappointing, and shameful just as he states to be begging. Relying on donors means but one thing, the NDPC is planning the fancy things before the prudent things. It doesn't take a donor to use data to run the economy. It doesn't take a donor to put in the right policies that enable land reform, prudent landuse and support the farmers. It does'nt take donors to empower the folks at Swame Magazine to be an integrated part of the industrialization of Ghana, it doesn't take a donor to rally workforce enmass to rely on our metal industry and railways to extensively plan and build our rail network... It doesn't take donors for all the essential foundations to entrench civic education etc.
  And yet without all these fundamentals, folks are thinking big, building 6 way high roads, fancy stuff in a country that has lots it's wits with discipline. Why must Ghana take on a more lazy path to everything? Arhhh, i know! SO that we can sell more of what we have as raw materials! Damn It!!!!!

Why do we have to be relying on somebody's pockets for funding our own projects??? This type of mentality should cease immediately.

  How would this fool and stomach politician achieve this with donor founded resources. This is how these thieves steal us blind by painting as lofty ideas not grounded on fact and reality but their delusions.
  
  This political prostitute knows no shame. Not long ago this dunce was criticizing the pathetic and utterly corrupt John Mahama govt. for insatiable appetite for corruption. Today, this character is an apologist to the same utterly corrupt and astonishingly incompetent govt.

  I don't believe and a economist of he Nii Noi's repute will make such a mistake. And if he is making it , then it should tell you that the system is frustrating his proposals or he just doesn't believe we can change anything over the period. Its a shame and a serious scandal if not a travesty against we the people of Ghana.

  I think the NDPC can also include in the National Development Agenda the development of an Information Monitoring System that can track the Public Sector workers input and output of work that must reflect their income.

  There is too much redundant labor in the system as that it has become a drain on the national coffers. People should earn what they have actually worked for. It's time to be serious with labor.

We can have a 12 year development plan tackling one region at a time each year and pushing in a contingency clause to look into other areas that pose as a problem and needs attention during this given period like on education, health and roads. Think like in Singapore, South Korea and Malaysia,
