If the deal, with full disclosure about the details, was approved by the the parliamentary Committee on Mines and Energy, then it says something about the imcompetence of our parliamentarians. Clearly they did not do any due diligence (e.g. checking on the company and the key signatories or checking up on the actual prices of such turbines etc.) and are just there to rubber stamp anything that the government wishes to do ! I have still not seen ANY explanation as to how the government did business with a company whose CEO was on a wanted list ! In the interests of transparency, the government needs to set up an independent commission of enquiry to look into the deal.

The guy mentioned in the Norwegian newspaper has no connection even the AMERI company. people must understand the multiple bear the same name and it is the responsibility of any credible journalist to do a thorough investigation on sensitive and controversial matters before placing information out into the public domain.
Most Ghanaian journalist are so lazy they would not investigate and cross check any information they come across. They all have the same syle " Let me be the first to put this information into the public domain" This is not credible journalism.

Does parliament have documents on file showing the prices of other sources for consideration?

In any civilized country, being led by people with some intelligence, Technical problems are solved by consulting the right people with the technical knowledge.
But we are in Ghana. Those in Govt know, and see everything in terms of KICKBACK monies. They don't quite know that Engineers from VRA could even be helpful. And even if they knew, the urgent need to 'keep things secret' would avoid involvement of these knowledgeable engineers.
Our Prez went to Berlin, Germany, in Feb. 2015 to discuss solutions to our power crisis with the German Leader, Mrs Angela Merkel. Our Prez was not accompanied by qualified VRA engineers, but rather "HIGH PROFILE" Asiedu Nketia, displaying his Ladies' fur Coat.
There in Germany, there are Power engineering Companies like SIEMENS etc. But those companiess are too arrogant to even listen to a statement containing the word 'kickback'.
In the USA. there is equally a well known Company, General Electric. But Ghana is not ready to discuss our POWER problems with them. Instead, we end up getting dubious persons in Dubai, providing Ghana with General Electric Turbines for more than twice the 'market' price. Above all, not as our purchased property, but RENTED for five years.

You did due diligence but did you know what you should look for? Did you understand Public Private Partnership? In particular BOOT. In this arrangement the private sector assumes the investment and construction cost and risk. It also assumes the commercial risks(tariffs). The government agrees to ensure that the right tariff is charged for the private investor to recoup its investment plus a reasonable profit margin. The government also provides ample time in this case about 20 years for the private investor to recoup their cost. What happened in this case is that the government did not share the risk with the private sector. They virtually included the estimated operating cost and the plant cost and amortized it over 5 years for the government to pay over this period. All said and done the eventual payment to the firm will be over 500 million. Parliament should have competent people who understand PPP frameworks and models or we will be fleezed by the private sector or the time.

Many in our Parliament don't have to be there. They won the votes to get there on the wave of various sentiments that have no relevance to their competence. So, they cannot even undertake due research to help them understand issues much better.
The majority of them vote on Partisan basis, regardless of whether the item voted upon in Parliament is good or bad for the Nation. This is how we incurred many of the Judgment Debts in the past, and vital projects are either over-funded or under-funded, denying us of services those investments were are supposed to offer.
Now that the Elections are fast approaching, we should all be vigilant on how certain expenditures by the Government roll out, because it is through dubious over-billing, and 10% palm-greasing, etc., that the incumbent Administrations often finance their electioneering campaigns to stay on.

It is commendable that Ms Kate Addo has attempted to answer some of the concerns raised regarding the Ameri deal. She mentions that 'due diligence' was followed by parliament before the relevant bill/contract was approved.
If so, then parliament would have known the true cost of the turbines on the open market. It would also have beeen aware of the bidding process, and how the government chose the Ameri bid as the best deal, which offered the government value for money.
It would have been more beneficial for the government to deny that the turbines cost US$22 million as reported, or that the there is no discrepancy between the published cost of the project, and what the government is actually going to pay Ameri.
To say that parliament followed due process, in my opinion does not answer the relevant questions. We are none the wiser whether the government has overpaid well in excess of the true cost of the turbines.

Parliament statement accurately reflect how this NDC-controlled Parliament do RUSH FRAUD DEALS THROUGH.
When the NPP MPs want more time to consider government deals the same NDC MPs accuse the NPP MPs of trying to sabotaging government business.
When there is trouble about the rushing through of government deal the same NDC MPs accuse the NPP MPs of denying being involved in the deliberations leading to the sanction of the deal.
So that is the NDC ploy. When you ask for more time in order to read things over, you are a sabotage when you say things have been rushed through they accuse you of SLEEPING IN PARLIAMENT.
On the question of the invocation Order, the reason of importance for it that Parliament is giving now is only one reason out of possible other reasons such as the reason that NDC used their current Parliamentary powers to rush through a DODGY DEAL.
The NDC can choose to be CROOKS whether in Parliament or at the office of administration, however that does not necessarily mean we Ghanaians are STUPID and cannot see through their machinations.
The statement by Parliament is really incompetent. Do you think the British Parliament can come out with such a pathetic excuse we only seek to INSULT the intelligence of Ghanaians.
Who ever rushed that statement through has done him or herself a GREAT DISHONOR. BUT THEN AGAIN DISHONOR IS NOTHING NEW TO AN NDC FOLK NO MATTER THEIR POSITION IN OFFICE.

How can the NDC majority Parliament say they did due diligence on the Ameri deal? What and where is the proof?
In a statement by the CEO of Ameri Group LLC, H. H Al Maktoum and captured in a story released today under the heading; Ameri group fights back: Ghana Power deal clean by Kojo Smith, the story in answer to allegations raised about Umar Zahoor and the validity of the contract and the due diligence Parliament was supposed to have done, the story claim and I quote;
"The tabloid article targets Mr. Umar Farooq, only wrongly portraying him as the owner of the company, but also tries to malign his character. Moreover, it states that Mr. Farooq attempted to swindle the Government of Ghana Through this transaction by inflating the price of the contract. A ridiculous claim since the contract was agreed upon by the Ministry of Power and thereafter, ratified by the Ghana Parliament with full pricing transparency", end of quote.
Captured in that statement exposes Parliament in the matter of whether they did the due diligence, since the CEO H.H Al Maktoum said, the contract was AGREED UPON BY THE MINSITRY OF POWER implying Cabinet led by John Dramani Mahama gave it's accent to the deal first and foremost, before being sent to Parliament to be ratified, which with an NDC parliamentary majority was just but a mere formality.
The legislature as an institution led by John Mahama's NDC majority party therefore did not do the due diligence expected and required to ensure, Ghana got value for money from this energy deal as has been exposed subsequently since this story broke, over the weekend.
There was no due diligence done on this deal.
The agreement was brokered and agreed upon by John Mahama's newly created Power Ministry with his appointed Power Minister, and ratified by his rubber stamp majority parliament under a certificate of urgency.
This further ties in with what Edward Bawa said concerning the internationally wanted criminal Umar Farooq Zahoor, who until August 2015, was the point man for Ameri Energy and has since then, we have been told "moved on to bigger opportunities", when he made the statement and I quote "we were looking for somebody who could do x, y, z in this deal" by Edward Bawa.
The NDC majority parliament led by their majority leader and speaker Babgin and Adjaho respectively, never did any due diligence on the inflated and bloated Ameri energy contract/deal, but rather ratified the agreement entered into by John Dramani Mahama, the Minister of Power and Ameri group.
Clearly this deal as has been exposed is steeped in thievery by John Dramani Mahama and indeed, actually speaks to why, the Ministry of Power was created in the first place to give the impression of solving Ghana's energy crisis.
The genesis of this particular thievery was initiated in the creation of the Ministry of Power at the time it's relevance was being questioned, to be headed by Kwabena Donkor, a willing accessory to the criminal stealing and looting of Ghanaian taxpayer funds in a corrupt agreement, bloated and inflated for illicit gain.
Ghana must rise up and demand answers in this country. There needs to be outrage in this country.
