Readers would recall that Betty Mounds was the one who awarded SCHOOL building contracts at a triple price of the existing contract sum of some GH 80,000.00. And this happened at a time when they claim inflation was in the single digits. Could you imargin how foolish these criminal liars were. Kuffour built similar structures with 80,000 at a time when inflation was around 14.8% and under Mills it was 240,000 at a rate of 8.8%. And these buffoons turn around to blame the fall of the cedi on some mysterious dwarfs. I don't blame those African countries that have been ripped apart by civil unrest because if you have such buffoons in power who always turn our local elections into a West Africa one
by contracting Togolese Trokosis, Burkinabe and Wangaras from La Cote D'ivoire to vote for them, the " Road To Kigare", is sometimes, a likely option to kick their ass from power.

This woman's company (Smarttys Production and Management Ltd) that should be prosecuted for robbing the state in the bus rebranding contract should be banned from any public contract. In fact, those involved should be prosecuted and jailed for causing financial loss to the state. How on earth is the same company and those involved with the rebranding be behind such a huge contract? Why was the contract taken to parliament on the last day of business before the X'mas break? If this woman and her company could over-charge in a small contract, what stops her from doing the same in this huge contract. In fact, alarms bells should have rang and the contract not approved when it because known that the same company was fronting for a Chinese company. This can happen only in Ghana.

Under what circumstance should such a person and the said company be allowed to proceed with a contract 'awarded' to her by the state again? Even if parliament diligently approved the said contract and for that matter the project, the fact still remains that she has tainted her credibility by defrauding the state once. 'Once bitten twice shy', so the saying goes. Must you support anything initiated by NDC just because of your deep-seated hatred for NPP? If you are patriotic and a person of integrity, you would defend Ghana irrespective of party affiliation.

The government should be blamed for selecting her bid if her contract fee was excessive. Nothing stops her from quoting an excessive contract fee if she found the government's team on the contract board to be weak and ineffective in contract negotiation.

Why should Smartyy's be prosecuted? Fools ruling Ghana. Now those of you insisting that any government contract with the involvement of Smartyy's should be reviewed and if possible abrogated are being very petty and myopic in your argument. We were all in Ghana when two Ghanaians (EO)who are no experts in energy were able to lobby Kufour to sign a contract worth billions with Kosmos Energy to develop our oilfields and were awarded with a staggering 3% share of proceeds just for lobbying. However, Smartyy's should be barred from lobbying for contracts for their contacts. Where is the fairness? If it isn't NPP then it should not happened. Lawrence Addai was in parliament when Kufour single handedly negotiated and sold Ghana Telecom to Vodafone after bribing NPP parliamentarian $5,000 each. Did Kufour do any due diligence through open tender? No. Therefore if it was established that Ghana could have received over $2 billion for Ghana Telecom instead of the $750 million, would Lawrence Addai aka Kyei Mensah Bonsu request Vodafone to pay up the difference and be prosecuted? Common sense in not common, indeed. I am not holding brief for Smartyy's; every Ghanaian should abhor corruption through over and under invoicing. However, we should not blame the one who won and executed the contract. The buck stops with the person, organisation or agency that award the contract, including Parliament that has oversight.

But the loudmouths in NPP then and now should remember that under Kufour’s administration, Kennedy Agyapong, MP for Assin North, and his wife gained contracts from Kufour's NPP to do same, selling cheap power cables from China to Ghana. Is Omane Boamah asking the minority to buttress allegations of impropriety against Selassie Ibrahim of Smartty's fame and John Mahama's NDC govt and party, who recently has been embroiled in the case of inflation of contracts for illicit gain and thievery, after this matter was raised by the minority and the NPP flagbearer, but John Mahama tried to debunk it, using this same Omane Boamah boy, but has been proven to be the based on facts?
Need we remind John Mahama and this Omane Boamah character that there was once a company called Zoomlion which was involved in serious acts of corruption in faraway Liberia involving some World Bank projects and they were blacklisted and barred from engaging in any contract of the institution for a number of years to get Zoomlion to bring it's conduct into acceptable and proper standards of incorruptibility? So is this Mahama NDC govt and this Omane Boamah boy so dumb, it cannot learn from just simple best practices by mere simple observation using the World Bank and Zoomlion case as an example of proper governance and to address the issue of factual and proven case of stealing and thievery by his NDC govt, which has made him the undisputed title holder of thievery and corruption in the whole of Africa? Ehhhhh, what is going on? Is this the level of dumbness in this govt? How can this level of dumbness and avowed penchant for thievery be healthy for this country?
Omane Boamah is gaining notoriety for mindless stupidity in the face of all the facts and evidence to irrefutably show not only must Selassie Ibrahim be in jail as we speak, she must not even have the chance to hold a pen and smell the paper and documents on which any contract is written on for decades.
But clearly John Mahama and his NDC gov't have no shame when it comes to the stealing of taxpayer funds and it is not surprising Ghana has collapsed. It is sad and embarrassing.
Folks, Ghana cannot allow this state of affairs to continue and it is about time the people rise up and let it be known to these thieves parading as a govt that enough is enough, enough is enough.

Even before the dust had settled on the infamous GH¢3.6 million Metro Mass bus rebranding saga, yet another revelation has been made involving the same company – Smarttys Managament and Productions – that undertook the questionable contract that received widespread condemnation.

This time around, it has to do with a $98 million contract for an electrification project by a Chinese company.

Minority Leader in Parliament and Member of Parliament (MP) for Suame in Kumasi, Osei Kyei-Mensah-Bonsu, who sounded the alarm bells on the deal in Parliament, said Selassie Ibrahim – the woman who was in the news recently for using her company (Smarttys) to fleece the state to the tune of GH¢3.6 million in respect of the rebranding of 116 Metro Mass buses – is fronting for a Chinese engineering company for the contract.

Originally, the cost of rebranding of each bus was said to have been GH¢100, totalling GH¢11,600.00 for all the 116 vehicles.

Later, documents showed that government was billed an amount of GH¢3.6 million for the contract which from all indications did not go through competitive bidding since Smarttys was handpicked for the job which stoked public outcry and probe and led to the resignation of the Transport Minister, Dzifa Attivor, sometime last week.

The Chief of Staff, Julius Debrah, tasked the Attorney General, Marietta Brew Appiah-Opong, to look into the matter and she came out with a damning verdict that led to the resignation of the Transport Minister and an order for Sellasie to refund GH¢1.9 million to the state for overpricing.

In this latest deal which according to the Minority Leader only came to their attention at the last sitting of parliament, Smarttys is acting as local agent for the Chinese company in the $98 million electrification contract. Already $9 million is said to have been cut from the contract sum through re-evaluation, but Mr Kyei-Mensah-Bonsu says more could be saved if further scrutiny is made.

Mr Osei-Kyei Mensah-Bonsu, who spoke to DAILY GUIDE, said when the issue came before the house last week, the Minority raised issues with it.

Government seemed to be bent on pushing it through since it claimed it contracted a company by name Crown Agents to do due diligence on the deal that saved the nation some $9 million, he added.

But the Minority Leader is still not satisfied with that justification, considering the company involved (Smarttys) and coming on the heels of a major scandal which has not been completely dealt with, even though Mr Julius Debrah has issued a directive for the company to refund GH¢1.9 million of the money back to the state.

Premature

“As far as I am concerned, it is premature to bring this deal to parliament for approval coming on the heels of this bus saga which involved the same company,” he said in an interview with the paper.

“This is a woman who is involved in some impropriety. The matter is pending. It is on the front burner and then we allow her to front for a Chinese company and offer her contract to the tune of $98 million,” he said in an interview on Citi FM while asking rhetorically, “Are we serious as a nation?”

For him, it would therefore be prudent for government to exercise some caution in its bid to push the deal through before it turns out to be another scandal.

Mr Kyei-Mensah-Bonsu believes it will be inappropriate for the state to sign the $98 million contract with the Chinese firm because of Mrs Ibrahim’s involvement.

The Suame MP also wants a freeze on all contracts existing between the government and Smarrty’s until investigations into the bus rebranding scandal are over and done with.

“Why let out sheep to pasture when the earlier flock has still not returned from grazing?” he queried.

He wondered if the order to Smarrtys to refund the GH¢1.9 million would be the end of the matter.

“So, as she has been asked to refund the money, would Selassie be prosecuted or she walks free once she settles that amount?” the Minority Leader quizzed.
“We must ensure that she is prosecuted because she obtained the payment by wrongful means.

“Also, we are told that the money paid to Smarrtys came from our oil revenue. So, who withdrew money from the national coffers for Selassie? That person must also face the music,” Mr Kyei-Mensah-Bonsu fumed.

As far as the bus rebranding scandal is concerned, the legislator revealed that he posed a question to the Transport Minister during her appearance before parliament about the rebranding of the buses, but Mrs Attivor “feigned ignorance” about the matter and only said she would return to furnish the house with more information once she had apprised herself of the facts.

The MP asked: “So, who did it in her name? And if she had knowledge about it and lied to parliament, then she could be cited for perjury before parliament, even after her resignation.”
