Didn't John Mahama make same promises several times during the year? Remember when they said that the dying Atta Mills was never ill and that it was just opposition propaganda? Remember when they even made him trot on the tarmac of KIA for television cameras. Remember when Atta Mills was supposed to be on a business trip (without informing parliament) when he was actually rushed to a New York Hospital overnight? In Ghanaian culture, if you can lie about somebody's death, you must have been the killer or must have had a hand in it. And of course, it also means that you can lie about everything - and anything.

Well, if Dr Kwabena Donkor does not understand dumsor I want to help him define it. While load shedding refers to the systematic reduction of power consumption on the distribution system or the deliberate taking of some power consumers off the power system dumsor refers to and includes load shedding, all the inefficiencies in the production, transmission and distribution of of power leading to random power failures. It is worse than load shedding. Dr Kwabena Donkor may have ended load shedding according his definition but dumsor which is of concern to the citizens remains. He has therefore failed the people of Ghana and must be sacked.

Power outages occur in two fundamental modes - Planned Outages and Erratic or sudden Outages. Planned outages include load shedding and urgent maintenance works. Erratic or sudden outages on the hand, are due to faults and system overload.
In Ghanaian parlance, both types of outages are referred to as Dumsor.
What Dr Donkor believes is that, he was given the sole responsibility to solve Planned Outages caused by load shedding and not necessarily random faults. To this end, he concentrated only on increasing the capacity of the system so as to eliminate load shedding.
He thus, committed a major mistake by re-defining Dumsor as outages due only to system faults and not load shedding.
While his short-term solution of procuring the power barge is technically laudable, Dumsor may still persist because there are other intermittent faults in the transmission and distribution systems which remain unresolved. It may be argued that, it was his responsibility to also rectify the intermittent faults in the given time frame, which in my opinion, appears to be overly ambitious because it requires overhaul of lots of equipment
distributed in the power network which are under the charge of ECG, VRA, GRIDCo, NED, TAPCO and others.
The question is: Are these companies (or bodies) controlled by Dr Donkor's Power Ministry or Mr Buah's Energy Ministry? This is the bone of contention which may have contributed to the fate of Dr Donkor and I hope the president is aware of that.
