    There should be a requirement for voters across the country to present an acceptable form of identification prior to being issued with a valid ballot paper and voting at the polling stations.

    In one breath EC boss talks about an elite register that will be created if a new one is compiled. What will be the requirement for those who have attained 18 years in age and others who want to register?
