Islamic State militants in Syria are said to have abducted 400 civilians during a bloody assault on the eastern city of Deir al-Zour.

The Syrian Observatory for Human Rights, an opposition monitoring body, said people were taken from areas in the north-west of the city.

The report from the London-based group could not be independently verified.

At least 135 people were killed in the attack on Deir al-Zour, the Observatory reported earlier.

It said 85 of them were civilians and 50 were pro-government fighters.

Syrian state media put the toll even higher, saying about 300 civilians had died.

IS launched its attack with suicide bombers, followed by a ground assault.

Syrian government forces retaliated with air strikes and heavy artillery.

The Russian air force has been dropping humanitarian aid for civilians trapped in the city as well as reportedly carrying out air strikes in the vicinity.

The UN recently warned of “sharply deteriorating” conditions in parts of Deir al-Zour, one of a number of towns under siege as a result of Syria’s five-year civil war.

‘Crucified and beheaded’
The civilians were taken from the suburb of Balighia and other areas in the north-west of the city, and moved towards the IS stronghold of Raqqa, the Observatory said.

All of those abducted are Sunni Muslims, it added.

IS is itself a Sunni Islamist group which persecutes Shia Muslims and non-Muslims in areas under its control.

During Saturday’s attack, the militants crucified and beheaded some of those they killed, according to Syrian state media.

The Observatory estimates that IS now controls around 60% of the city but some 200,000 people are living under siege in government-held areas.

Small amounts of basic supplies have been delivered by helicopter or air drops but the UN says there is a dire shortage of food and medicine, and widespread malnutrition.

Unverified reports suggest a number of people have starved to death there, the BBC’s Middle East correspondent, Jim Muir, reports.

A suicide bomber has killed at least 13 people at the Jalalabad home of a prominent local politician who backs President Ashraf Ghani’s peace talks.

Tribal elders had gathered at the home of Obaiduallah Shinwari to celebrate his brother’s release from months of captivity by the Taliban.

The released brother and his father are among 14 people injured in the attack.

It comes ahead of a second round of efforts to restart peace talks with the Taliban. They have denied the attack.

Jalalabad is the capital of Nangarhar province, where two districts are controlled, or at least influenced, by the Islamic State group – a rival of Taliban.

The Afghan government has been locked in a bloody conflict with Taliban militants for more than a decade.

Key Afghan, Pakistani, Chinese and US officials met last week for talks aimed at establishing a roadmap for peace between the Afghanistan government and the Taliban.

However, the Taliban, who are divided by factional infighting, did not attend that session.

Peace talks between the Afghan government and the Taliban collapsed last year, after news emerged that Taliban leader Mullah Omar had in fact died in 2013.

His deputy Mullah Mansour was declared leader in July – but a number of senior Taliban commanders refused to pledge allegiance to him and a faction opposed to him was set up under Mullah Mohammad Rasool.

The Taliban has launched several high-profile attacks in recent months.

In December, the militant group launched an attack on the strategic district of Sangin. It later seized and blew up the police headquarters and governor’s compound.

And in September, the Taliban briefly overran the northern Afghan city of Kunduz, in one of their biggest victories since 2001.

Mustapha Hamid, a lecturer at the Department of Religion and Human Values of the University of Cape Coast has accused President John Mahama of violating the nation’s laws on anti-terrorism, for hosting two former Guantanamo Bay detainees.
Mr Hamid argued that the President should have asked Parliament to review the anti-terrorism Act 762 before accepting the two.
“…The Antiterrorism Act 762 section 35 states that the Director of Immigration or an officer authorized by the director shall not grant an endorsement or authority to permit a person to enter this country if there is reasonable ground to suspect that the person is, will or has been involved in the commission of a terrorist act. The sovereign laws of Ghana states that people like this cannot come into our country. So if the president was going to bring people like that what he should have done was to seek a repeal or a review of this law to make it possible,” he added.
Two former Guantanamo Bay inmates; Mahmud Umar Muhammad Bin Atef and Khalid Muhammad Salih Al-Dhuby are currently in Ghana as free men at the behest of the US government who had assured that the two pose no security threat to the nation.ADVERTISEMENT
Meanwhile the decision has generated massive public outcry despite the assurances.
President John Mahama while interacting with the media called for compassion for the former detainees.
But speaking on the Point Blank segment on Eyewitness News, Mustapha Hamid who wants the detainees repatriated said the action by the President will send Ghana back to authoritarian rule.
“I am calling on all Ghanaians that it is important that we stand up and protect the laws of our country. Once we have opted for democracy…we ought to stick to the rudiments of rule of law otherwise future presidents are going to use compassion as ground to violate Ghana’s laws with impunity and that will send us back to authoritarian rule. Now, today, he violates the antiterrorism Act and goes scot free, tomorrow which other law do we know he is going to violate because of compassion?” Mohammed Hamid questioned.Like
