Whether you have the equipment or not let the high rise buildings come. That is development and that is beauty.
Those putting up high rise are required to pay the GNFS to enable them acquired the equipment needed. This should be part of the building permit fee
It's not the Government to provide this equipment
Fire Service to regulate constructions of building to check whether they comply with their guidelines. Provided the fire service field officer s do not take BRIBES and pass every application.
We have something called Dry rise which is used to uplift water to what ever floor in such high risers. Such buildings should be designed incorporating dry risers
