Four Republican senators are calling for cutting foreign aid to Ghana if two former Guantanamo Bay prisoners who were transferred to the African nation escape or return to terrorism.

The move marks a renewed effort by security-minded lawmakers to use the power of the purse to effectively pressure other countries considering taking Guantanamo detainees.

In the case of Ghana, the country earlier this month accepted two detainees from Guantanamo Bay, part of the Obama administration’s latest wave of transfers out of the prison camp. But the senators, in a letter Wednesday to key committee leaders, warned that Ghana may be ill-equipped to handle the prisoners.

“The [Ghana] prison system is plagued by decay and mismanagement,” Sens. Mark Kirk, R-Ill.; Roy Blunt, R-Mo.; James Lankford, R-Okla.; and Steve Daines, R-Mont., wrote in the letter.

They said they’re concerned about the government’s “capacity to hold, monitor and ensure these terrorist detainees do not reengage in terrorism against the United States and our allies.”

In the letter to Senate Appropriations Committee Chairman Thad Cochran, R-Miss., and Sen. Lindsey Graham, R-S.C., the senators asked that an upcoming appropriations bill include language cutting aid to Ghana by $10 million per detainee “in the event either of these detainees escapes from confinement or reengages in terrorism” while in their custody.

The request could pose yet another complication as President Obama seeks to bring down the number of detainees at Guantanamo and ultimately shutter the camp, a goal many in Congress oppose. In the process, the administration has had to deal with countries that don’t typically take terror detainees, like Ghana.

The inmates in question, Yemeni detainees Mahmoud Omar Mohammed Bin Atef and Khalid Mohammed Salih al Dhuby, were transferred on Jan. 6.

Bin Atef is an admitted member of the Taliban and fought for Usama bin Laden, while al Dhuby trained with Al Qaeda in Afghanistan.

The two inmates were the first of a group of 17 detainees expected to be transferred out of Guantanamo Bay.

This ndc promotes the exultation of minorities and preys on the divide and rule tactics that lead only to the death of our economy. Its very interesting the posture of this ndc mafia, they know they have lost but still clutch to straws of false hope. The world confirms this bloated register , unheard of wanton looting , corruption and hegemony/tribalism of pepeni/ayigbe but they instead of resigning collectively choose to annoy us with more propaganda lies. They waste their money buying millions of bullets and arms but fail to realse even with 500 atomic bombs they will lose as war is about the awareness of the people and state of mind of the defending majority. We salute the chiefs , politicians , bishops who are not afraid to stand up for justice and respect to the market women who reject gifts of treachery. We have won , and the stakeholders of our friendly nations know the truth so we will not waste our time with fake diplomats or those who dont known what time it is. We show thanks to the British and Germans for confirming the bloated register and other atrocities of corruption we witness .

It's alarming the rates at which weapons re being arrested,do we think about those that came inn unnoticed?its an election year and everybody should be worried at this development,our security must be more than vigilant at the borders,this is where the BNI is needed and chasing people to churches to make simple arrest or intimidate innocent worshippers.We have never experienced war in Ghana,and this enviable records as become a source of indictment to many Africa countries,for me I think we re not doing well in intelligence gathering as a nation,in other jurisdictions mostly CID personnel re taxi drivers,mechanics,barbers and drinking bar operators,we should be thinking of employing and training more people in this areas to fight crimes.We must also keep an eye on people living in incompleted buildings where most of this arm robbers and those engage in this weapon trade hide before getting in touch with customers to sell,Ghanaians ve been trained to mind their own business and mostly on compassionate grounds refused to give information to the police for the necessary arrest.Weapons come in different sizes long and short for that matter,supposing this weapons were pistol how easy could that be detected?.This is the most single reasons why we must strive to make the upcoming elections transparent so the outcome ll be acceptable to all parties,ndc should not think that the nations security forces belong to them because they command them now as a ruling government.Not too long ago similar situations happened in Ivory Coast when Gbagbo refused to handover after losing an election,at the time he was the commander in-chief and used the forces for sometime,we even heard a senior journalist Kwasi Pratt who went to interview him and shamelessly in defending this tyrant claimed he had 11,000 army today where re all those soldiers?i wish Pratt gets access to interview him again to ask if there's any power in the world bigger than the people's power?.Kufour did same by not fixing the system very well because he was winning and the Npp is paying dearly for it today,ndc instead of learning re doing somethings they spoke against whiles in opposition,would they ever be the moral right to complain should they lose this upcoming elections which is becoming so obvious they ll lose?no condition in permanent.
