Who does not know that all state institutions have been run down into a rut? Even the Attorney Generals Dept and Ministry of Justice cannot afford to buy paper to make photocopies. The Korle Bu Hospital, the largest in the country, cannot afford to buy reagents with which to make laboratory tests for the hundreds of sick people who attend that hospital and a fool like you says what? You should be stripped naked in public and caned on your bare bottom.
