  Eventhough is a good idea we patake the exercise, the minister should let the metropolitans resume their responsibilities by cleaning the cities every day. Because free labour cant continue forever, be realistic.

  There is NO legal basis for arresting and prosecuting people who refuse to participate in this exercise. The Ministry of Health may fine people for not maintaining sanitary conditions because unsanitary conditions endanger public health. But the ministry of local government cannot force anyone to volunteer. A court will throw this case out in no time.
