So is he being promoted after an excellent performance as a chief of staff? No. NDC can say anything but this is a demotion

When Prez Obama's first Chief of Staff, Rahm Emanuel went to run as Mayor of Chicago, was that a demotion? The current Treasury Secretary, Jack Lee was previously Obama,'s CoS. James Baker was first Reagan's CoS, then Treasury Sec. He came back to serve again as GHW Bush's CoS and foreign Secretary.
  We Ghanaians are too fixated on posts, titles and fantasy hierarchies.
