  I don't know much about Financial procedure and Accounting ,however I do know about common principles in collateral principles in Business. With any Financial institution same must be applied just like the Banks. They need to have collateral vaults deposited with the Bank of Ghana in the first place. If they had a 100 million in security deposit with Bank of Ghana, they wouldn't try this nonsense of fraud on the people. Bank of Ghana should be sued for granting permits or License to the fraudsters to dope the people. All people affected should collectively hire a law firm to file a joint suit against BANK OF GHANA.
  I sometimes wonder whether some of our actions in Ghana are deliberate or a shear ignorance or both. Are our professionals knowledgeable enough , are they recertifying to remain current on modern trend of business and skill.
  Are they creating competition to weed out mediocrity improve efficiency.
  In the America and the UK, this is how this work, as knowledge and skill is progressively cumulative..... You have to measure up or be shipped out.
