Adding more unnecessrily vouchers in salary, benefits and exgratas in perdiem at the backs of a country that does not know how to create jobs.
A country that is not able to beat global dynamism as Dr. Kwame Nkrumah's fears lie. In negotiating for our natural resources exploitations, our leaders had giving in cheap against our interest for the betterment of other countries interest, mesily because of backdoor and undertable transaction serving corrupt pockets and their children.

More complex bureaucracy will compound injuries to current uncontrollable fleece.

Kufour should learn to upgrade his intellectual and cognitive prowess to bring or throw things, as if he is not like Bushes, to assume he could be the best brain in Ghana.

He is too much into what foreigners will tell him, insted of think Ghanaian best base on how we behave to institute adjustments, not mere suggestion from some whiteman. Opening loophole for fast destruction of the country.

Even the Americans themselves bewilded in their system. What Kufour is suggesting is not new but congress and senate floors copy in disguise.
We do not need to prove cool, but practical control of our affairs convincing to take care of ourselves, children and future generation.

How the hell do you make such a DUMB-ASS proposition for this debt-ridden, ignorant, immature, envious and skin-pain Negroes in that Mickey Flick—called Ghana?

Your proposal has two HUGE problems and would be Dead on Arrival (DOA):

1) How do you pay for it, if the current MPs are not well paid and resourced?

2) Why do you suggest that members of your bone-headed upper house (chamber) should be APPOINTED and NOT Elected? Who would make the appointments—the president (who belongs to a political party and would he be impartial in his appointments? Indeed, the suggestion is not only childish & immature, but also thoughtless.

Look, your ass is getting too old, so STOP this money-draining scheme for another do-nothing group of oldmen & women on the payroll—for the impoverished nation. Enough of the loose talk is enough!!

Our problem is the lack of discipline in society. With this bad attitude, any new structure that is introduced will equally be compromised into unproductive ineptitude. Take for instance the corruption of the highest institution for dispensing justice - the Courts and even the Police Service.

It is people who make or unmake institutions and if we do not ensure that people who we put in charge are mere opportunistic party people and so on and so forth, any institution will be compromised and may collapse under the sheer weight of corruption and ineptitude.

It is that dangerous education that was inflicted upon poor old Mr Kufuor at Oxford or wherever it was, that has made Mr Kufuor incapable of taking right decisions based on the peculiar needs of our society.

For example, there are laws against theft. And for murder, it's death.
Has any armed robber been put to death? Is that ineffective law or ineffective enforcers? Are the laws supposed to effect themselves?

There are laws against stealing.
Which Government official has been jailed in 10 years?

3. Just another layer of bureaucracy to be filled by fat, corrupt, lazy, stomach-driven bribesters, like the ministers of sate we had in Kufuor's second term. What did they do?

4. Who in Ghana does not have a political affiliation?
This idea sounds good on paper, but we do not have the money to open another drain-pipe for pretend-neutrals to exploit and abuse the people. They will just go there to worsen the current bitter political divide. We don't need them.

Even regular civil service appointments are no longer devoid of political considerations, why would a second Chamber be different? When institutions such as NSS can send a card-bearing party man to represent them in a non-partisan national institution like the EC and the EC
does not object, how can we expect Parliament which is primarily a partisan institution be immune to party pressure?
We must try to reform the political system we have now before we add more layers, please.

Also, we should change the constituition to allow parliamentarains introduce bills. The third change we need is to allow DCEs to be voted by citizens. The constitution should also manadate modern records keeping built into how the country is governed so that there is transparency and accountability.

Rather the electorate should become conscientised about keeping their elected representatives on their toes and toss them out if they dont represent their interests.
