Don't treat such cases lightly. Criminals are criminals. Punish them effectively. Spare the rod and spoil the child.
The students stole a FAT goat, and then tried to replace it with a 'skinny goat'. Woyome stole a FAT 51 million, but wants to refund it in 'skinny' amounts.
