  Minister Spio Garbrah does not understand trade and is being mislead to introduce draconian and outmoded policy instruments that ignore the regulatory impacts. First and foremost the cement industry had been a classical monopoly for decades, unresponsive to the Ministries efforts to reign in annual price hikes that were preceded by artificial shortages after the factory annial maintenance closure. Ultimately government through contractors is the highest user and buuer of cement so the GHACEM monopoly did not have to bother about other consuners. Final the market was openedup for proce competition from imports and othrr producers. Having destabilised the monopoly one would have expected the Ministry to proceed with the Draft Competition Bill through Cabinet and Parliament to resolve monopolistoc behaviour once and for all. Unfortunate the ill advised Minister has chosen to intervene directly in the madket by protecting local procers which in essence restore the monopoly to it dominant market position with any guarantees of price stability. The effect is tjat Goverment accepts to pay much higher price for cement input into its constriction projects acrosd thethe country, and the private sector's access to alternative prices will be restricted. Let the Minister tell us what the full effects of his decision are and who the ultimate winners and losrs will be. A Minister of Trade must represent and balance the interest of consumers, traders, producers and government. Has he commissioned any analysis of winners and losers before launching this ppopulist measure? Of course no, because he has a PhD.

  You are missing the point with your protectionism mister Spio Gabrah, as long as our imports and exports are in balance there is no economic problem with that.
  Choosing Ghanaian products when it doesn't make any economic sense will only push consumer prices up !

  If people can offer cement for a cheaper price then the local manufacturers then this is the problem of the local companies and not ours. Why should we pay for a inferior product at a high cost? Government is just useless as ...
