Why would he put it that way? India is going to profit from developing education, agriculture and technology in africa and in return make huge profits. Get that right.
India will eventually harvest more than $10bn from africa.
Africa can only develop through its own effort not pseudo investments from multinationals who are actually there to exploit the country under the disguise of investment.

It is NOT the UPGRADING which matters rather WHAT the Students are taught there to BENEFIT SOCIETY!!!
You can call every secondary School a UNIVERSITY but look at your brochure Ghana@59 !!!!!!!!!
