What kind of engineering practice and planning is going on in Ghana where I did have my basic education? I know every car has to have a spare tire and not wait till the existing one on the car burst in traffic before procuring a new one and that is what the minister is trying to explain to Ghanaians. Is it not pitiful as nation to have such policy on planning of such magnitude?

Sankofa, I would assume that, the operating compressor has spare parts for emergency fault fixing of its internal components. What the second one being procured will do is to eliminate downtime when the operating compressor is undergoing maintenance; that is, serve as redundancy or duplication. The reason why such redundancy was not in place in the first place is obviously and most probably due to cost.
Using your example, when you are ready for work and you realise you have a flat tyre, you will spend about 20 minutes to replace it with the spare. But if you had a second car (redundancy), you will save 20 minutes of your time. You may, however, not have a second car because the cost implications is not justifiable.
In the case of a plant like Atuabo Gas which is considered a Critical Infrastructure of national concern, it is risky to ignore redundant equipment of reasonable capacity to complement its operations and blame it on cost. I do agree, the procurement of the 'spare' compressor is long overdue.
