The Bishop has not 'resigned" as contained in this statement but has "retired" as a Bishop Emeratus. Resignation would mean he has renounced his priestly obligations and vows. Retirement means he is still a Catholic Priest and will perform all his priestly obligations and vows as best as possible and as much as his health can afford.

ANSWER
Thanks for the question. Let me say that the term "resignation" used in the announcement is purely a canonical term that means it's kind of 'a catholic church language'. Church law gives two reasons why a bishop resigns; (i) when he attains 75 years, or (ii) because of illness or some grave reason. Whichever reason is given the church calls it "resignation" and not "retirement". In actual fact it is only after the Pope has accepted the resignation of the bishop that he is called a "retired" Bishop (same as Bishop Emeritus). So it's like saying you don't "retire" yourself as a bishop...you "resign" and the Church (the Pope) "retires" you. That is why in catholic language we don't usually say a bishop has 'retired'. The law says whatever the reason is (whether age or illness or something else), he, the Bishop, is to write a resignation letter to the Holy Father. It is the reason stated in his letter of resignation that will let us know why he is resigning. Again, this is why the Canon Law (church law) backing the bishop's resignation is always quoted. Eg. In the case of Bishop Adanuty this is what was said:

"The Holy Father, on 7th April 2016, accepted the resignation from the pastoral care of the Roman Catholic Diocese of Keta-Akatsi (Ghana), presented by His Excellency Most Rev. Anthony Kwami Adanuty, in accordance with Canon 401 § 1 of the Code of Canon Law."

And what does Canon 401 §1 of the Code of Canon Law say...Canon 401 §1 "A diocesan Bishop who has completed his seventy-fifth year of age is REQUESTED (my own emphasis) to offer his resignation from office to the Supreme Pontiff, who, taking all the circumstances into account, will make provision accordingly."

So it's clear that Bishop Adanuty is resigning because he has reached the compulsory age of resigning from office for diocesan Bishops. Canon 401 § 2...talks about resigning because of illness or some other grave reason. Since Canon 401 §1 was what was quoted we know he resigns because of age limit and not illness or some other reason. Indeed, it is known that Bishop Adanuty sent his resignation letter to the Pope over a year ago when he turned 75 years; he is now 77 years. So it is today, 7th April 2016, after almost two years, that the Pope accepted his resignation letter so that he can begin his retirement. We can now call him Emeritus (Retired) Bishop of Keta-Akatsi Diocese. This means he is still a bishop but an "inactive" (retired) bishop. His days of activness as a Bishop are over. But since he is still a bishop (retired Bishop) it means with the permission of the new Bishop to come or the Apostolic Administrator who is in charge for now, he can still do some functions of a bishop like Confirmations. Resigning from being a bishop does not mean he is no longer a priest so he will still say Masses and listen to Confessions like all other priests; he has only resigned from his "powers' as a bishop. So in future if you hear a bishop has resigned that is the meaning...he is not running away from the chucrch...it's a church language so there is no need to panic at all. Peharps your misunderstanding of "resignation" as used in the announcement is due to the secular use of the same word. But this is the way we say it in the Catholic Church.

Please pray for Bishop Adanuty for God's blessings on him after many years of faithful service to the church. Let's pray also for Bishop Fianu as he 'stands in' till a substantive Bishop is appointed. Lastly, let's pray for the faithful people and priests of Keta-Akatsi Docese for God to give them another Chief Shepherd after His own heart. Amen.
