USE SCANDINAVIAN MODEL AND ENSURE PARENTS RECEIVING THESE BENEFITS NOT JUST SIT HOME BUT TO BE TRAINED TO GAIN EMPLOYABLE SKILLS WHILES THEIR CHILDREN ARE IN SCHOOL OR DAYCARE
