Ghana is paying six times its total oil revenue as interest on the country’s total public debt stock; that’s the computation done by former Deputy Governor of the Bank of Ghana, Dr Mahamudu Bawumia.

“We’ll reach GHC99billion by the end of this year 2015,” the Running Mate to the Flagbearer of the biggest opposition Party said in a post-budget presentation interview with Richard Sky of Citi FM.

“The interest on this debt alone is going to be six times Ghana’s oil revenue,” Dr Bawumia said.

“When we found oil, we were happy that we found oil, but the borrowing of this Government has compromised the whole oil discovery; you need six times our oil revenue just to pay interest on the debt, not even capital, so, it is a really sad development,” he complained.

Even if he is not going through the same hardship due to his enormous wealth, he is the leader of a church with thousands of Ghanaian membership and he has every right to speak for the silent majority. What is wrong in Ghana today is that every issue and response is viewed as political. Until we change our attitudes and be objective in our views, Ghana unfortunately, will remain as it is. The NDC was collecting outside and internal loans during the 2012 elections buying cars for female tertiary students, local chiefs, free laptops for schools in their stronghold just to make their brothers and friends rich. After many countries refused anymore loans for Ghana because of our dead economic situation, Asiedu Nketiah suggested the reserve money from the oil be given to them. In the end, they went for IMF and World Bank loan ballooning our debt to almost $100 billion. What kind of country with oil looks like Ghana? We never had the taste of our own oil money. The NDC has mortgaged it away and blown the money. NDC is the only party in Ghana who has ruled with oil, so if the oil was not mortgaged under NDC, who mortgaged it?

He made Mills his enemy for refusing a revenge on Kuffuor and his NPP. Kuffour found the oil for Ghana in the West. He also found Ghana's largest gold deposit in Kenyasi-Ahafo which is now in operation. Mahama has mortgaged Ghana's oil for 20 years up to the tune of $100 billion. How is Ghana gonna own a pesewa from FPSO Atta Mills? The money from that ridge will continue be used to pay Mahama's debt long after he's gone.

Instead of thinking outside the box and taking the gradual approach to spend less, they thought the oil price will keep soaring.

Why is Mahama's government increasing the price of petrol in Ghana while the price on the international market is falling? They are trying to close the buget deficit. I am at a loss as to what Otabil meant by claiming Ghana had mortgaged its oil for 20 years? the claim simply doesn't make sense to me, and I am in the team leading the FTOS-GH.PSA Campaign against the obnoxious Hybrid Bill. We appreciate any focus on the oil situation in Ghana at present but statements which obsfucate rather than shed light on teh issue are not helpful

First, which oil? I presume that from the Jubilee Oil Fields. Can't from TEN or the ENI Project.

There are two parties to a mortgage - the mortgagee and the mortgagor(in this case Ghana per Otabil). Now, who is the mortgagee?

The contract or MPA b/n Tullow cum KOSMOS and Ghana doesn't qualify to be described as a mortgage. In a mortgage, the mortgagor secures a property financed by the mortgagee at the end of the contract period. The Jubilee Fields contract isgned by the NPP under Kufour doesn't allow Ghana to secure any such property after the presumed 20 years lifespan of the Fields. In fact, the oil and all assets have been handed over to the FOCS even though Ghana is actually contributing to the devt of the Fields! What we have here is thus worse than a mortgage!

Or, is Otabil claiming the 17% share of the revenue in oil being received so far has been mortgaged to some interests which we are not aware of?

This claim needs more than this brief query to explore in its entity. Methinks Ghanaians haven't as yet woken up to that fact that we have a more grievous situation on our hands even though it is no news that we have lost $6.04bn in 5 years of oil production from the Jubilee Fields alone.

The revenue forecast obviously was done at a time when oil prices was high but the current reality is we aren't able to meet our loan repayment commitments.
So clearly there's no formal mortgage arrangement here but the substance of the arrangements in place can be compared to a legal mortgage where an asset is used to support a liability

So far, close to a billion has been disbursed into Ghana's financial chest. The rest has been frozen due to the priority changed of Chinese interest in the initial deal negotiated. Though still on the table, the Mahama government has to renegotiate for the rest of the cash for its intended purposes by which, the vice-president led a delegation to China quite recently for such.

One may quickly ask as to what the government did with the close to $1 billion loan they collected? Well, the answer is our Atuabo Gas Plant, the gas pipelines from the Kwame Nkrumah FPSO to the plant and the pipelines from the gas plant to the Takoradi Thermal Plant for electricity. So, it is very disingenuous for Otabil, The Latest Pope Of Economics in Ghana to come ranting about something he knows very little about.

Ghanaians aren't fools. If you keep on borrowing money with the idea that you have oil reserves to pay for it in the future, what do you call that? We all remember the stupid deals like STX and the numerous loans some of which were refused by the Chinese under Atta Mills. Even Asiedu Nketia was asking for part of the oil revenue set aside by parliament for future problems and developments. All these were decided by the NDC long before the first barrel of oil was even lifted up. Ghana has never seen a penny of oil money. They are all used to pay our numerous debts from NDC's super-inflated projects. Please stop being so technical and tell the truth to Ghanaians if you in fact do represent the people of Ghana as you claim. I am not an economist but I know what a mortgage is. It's in fact the opposite of what you have described here unless you made a technical mistake in your rush to explain it.

Developed nations depend and collect taxes; governments can afford to engage in tax holidays and giveaways. That is why in those developed nations governments are decentralized because property taxes can be raised at the local/municipal levels.

In Ghana there are no jobs and private properties are not worth taxation and yet we've created decentralized offices of DCE, MCE, mayors and a host others that live off the taxes that should go to development. Then of course we have the tax exempt institutions who prefer not to pay taxes while most talk all the crap from the pulpits. Yes government mortgaged the oil but to pay for all the free things every idiot want in Ghana but not willing to pay for; so it goes Mensa-Otabil.

I wished he had explained what he meant by "unwisely mortgaged". He is blaming the country for discovering oil and not drinking it but selling it. What is wrong with Ghana selling its oil? Are we selling our oil below the spot price?

If we are misusing our oil revenue, say so but to say the country has "unwisely mortgaged" its oil for 20 years without providing any substance to the allegation or explaining what he meant by that phrase is nonsense and tells you all he cares about is attack the NDC government even when he has no basis for such an attack.

Foreign companies will never invest in such business if it did not benefit them. It cost hundreds of millions of oil to drill for oil. Ghana government can never get a drop of the oil by itself, so we have to live with their terms of agreement. Jeepers, we could not even keep Ghana Airways in the air much less drilling for oil in the Atlantic. You, Otabil have no idea of what you are talking about.
