People are using these drugs, they get impaired drive and get into accidents ad kill innocent individuals. People get into drugs and start stealing to support their habits. Now on the issue, he is right,even a lunatic knows that no government in any part of the world will be able to even reduce the use of drugs in the system let alone eliminate it,and I agree with him that we legalize it instead of criminalizing it,
Imagine Ghana making even 1% of what Colorado has made in legalization of marijuana.
One of the reasons why some of us voted for legalization of marijuana was the argument put up by the proponent of the measure but not the type of childish argument you put up here.
Try to research on Colorado,Washingon State and Oregon,the three states I believe legalized the use of marijuana and compare them to the other states in the US to see why we need to legalize it,even if they say they we should legalize the use of all drugs today I will vote for it though I don't like drugs.
Some of us are praying that all states in the US should legalize the use of the drug to take the pressure away on Colorado because it has put too much pressure on the state making cost of living high since many people have moved to the state just because of the legalization of the drug.
But in all,it is good for the state economy.

That's the reality. Unfortunately, anytime a non-traditional method of dealing with drug is suggested, small minds go wild. No one is suggesting that the use dangerous drugs (as in growth or sales) should be allowed in the world; the more pertinent question is how to solve the issues of drug use. This is not an issue for the courts. So, while we apply the penalty rule for the drug marketers, we should apply a different rule for the users. As soon as you start the use, you have become a mad man who needs help.
