It will also accommodate 600 beds and more than 12 surgical theatres including administration for dental, accident, emergency, imaging, obstetrics and other administrations.

Welcome to the real world. You can not just expect to be paid a salary because you have completed a training course.

Like other university graduates, which is what nursing is becoming, you must apply and secure a job in order to be paid.
The government will only employ those nurses it needs and can afford to pay. A job is not automatic after completing a course, ask any university graduate. Why should nurses be treated differently. It is perhaps time for the nursing profession to take itself seriously and start creating private employment for its members like the doctors are doing. Not all graduating doctors or pharmacist will be or can be employed by the state.
Start thinking about a governance and licensing structure for setting up a nurse led private clinics. That way, you do not have to rely on government for work. Doctors are doing it, pharmacists are doing it!

I give you one tip for free,
the first step to creating jobs for nurses it to empower nurses.
What do I mean? The GRNA must must to regulate the provision of nursing services like the doctors and pharmacists are doing. That means, no person should be allowed to deliver nursing care without being registered and qualified to do so in Ghana. That immediately gets rids of the quack nurses and create job opportunities for trained, registered and qualified nurses who will deliver high quality care safely. No PIN no licence to practice nursing.

No health care organisation should be allowed to use unqualified staff to deliver nursing care. Fines should be imposed to deter noncompliance.

Compel the MOH to subscontract nursing care to private nursing practitioner in order to support and grow private nursing practice.

Define the governance around what nursing care is and enforce standards.

Ensure that government allocates the required number of nurses per patient in the wards. Hold government accountable if the wards are understaffed.
The government can not simply employ all trained nurses whether or not there is a need for them.That will lead to payroll bloating. Bad for the country.

Unemployment amongst nurses is going to get worse not better as the number of trained nurses outstrips the demand for nurses. Ghana is now training more nurses than it needs, a situation that has been exacerbated by the proliferation of private nursing schools.
Perhaps it is nursing for serious reforms in nursing in order to create more opportunities for the increased supply of qualified nurses.
Nurses must also make sure to reduce the number of unqualified nurses in the ward. we no longer need that many unqualified nurses in Ghana.
