  It is a very good idea. I think that the government, after helping the SMEs ,should regulate the inflow of similar/substitute products for the SMEs to survive .The competition will be too though for the SMEs because the imports might be too cheap .(the foreign producers are in the long run,and therefore produce at a lower cost),but it will take time before the SMEs reach there.
