Sugar promotes diabetes, and in a health-ignorant society like ours, Government must not promote sugar consumption by building such factory.

Yes, even though it "till constitutes an important ingredient in food all over the world", health-conscious societies like US and UK keep advising their citizens to minimise consumption, and avoid it if possible.

Manufactured sugar is a health risk.
Our body produces enough for itself.
Choose health over flavour.

Replace the sugar factory with aspirin factory or something with less risk to the people's health.

Pay a visit to the State of Louisiana and you'll see sugar processing factories in operation. People should be encouraged to use sugar wisely. Sugar is not the culprit, overindulgence is the culprit. As with anything else, sugar consumption should be done in moderation. The sugar factory in Ghana is not going to contribute to the ill-health of people in Ghana.
