  Most of the drivers are illiterates. Can't read and write. The police have to organize lessons periodically to broaden their knowledge about road safety regulations, must be fitted with disc to record the speed. The police have to stop talking bribes as well.

  Pass what test? Ghana being a CORRUPT country, they just paid somebody; a middleman; to go to the Motor Vehicle office and pay a bribe to obtain the driving license for them.

  Unfortunately, under the pseudo democracy being practiced in Ghana, parliamentarians and government officials do not have time to think about solutions to the country's problems, they are busy insulting each other due to either language differences or party worshipping. Simple barrier between the opposing traffic lanes on all roads, so no vehicle can enter incoming traffic lane in an attempt to overtake another vehicle could have solved 90% of the road crashes problem. However, in Ghana, politicians spend their time insulting and demonizing each other just to win elections and the poor ignorant Ghanaians also accept it. WHAT A PITY!!
