Beyond the issue of legality, there is the issue of prudence in the management of Ghana’s resources. How do you go and borrow money for 10.75% (US dollar) and give it to someone to lend it to you at over 20% (GHC)? In effect you are paying over 30%! Assuming stable exchange rates, Ghana will be paying additional interest of at least $50 million a year on this transaction. It really is reckless.

The government is claiming that the funds were “idle”. Really? What does that mean? Why do you borrow funds and pay interest on it if you do not have use for them at the moment? It is clear that the GIIF does not have a portfolio of projects ready to invest in and it is weird to allocate a whopping sum of $250 million to them at this time.

Is the Minister aware that the country owes N-Gas some $100 million? What about other contractors who are owed money by the government? How can you owe so much, have so much to do and yet claim to have “idle” borrowed funds?

The allocation of such an amount to a private bank also has major macroeconomic consequences for a relatively small economy like Ghana. It increases the deposits of the banking system and ultimately the money supply. It has inflationary and exchange rate depreciation consequences and would make it more difficult for the government to meet its inflation target. I am surprised that the government is oblivious of these consequences.

The Funds should stay at the Bank of Ghana. After all the Bank of Ghana, on its own or through its external fund managers of the caliber of internationally reputable banks like UBS, JP Morgan, Citibank, Merrill Lynch etc. can undertake whatever investment of the country’s foreign exchange that the government would like it to undertake.

Does John Mahama think it is a mark of competence to go and borrow a billion dollars at over 10%, with a quarter of such an amount transferred to a supposed commercial private bank, and then pay over 20%, through the purchase of treasury bills?
Terkper said it is perfectly within normal banking practice and in accordance with the GIIF Act, for the GIIF fund to accrue dividends through the purchase of treasury bills and the windfall, is there for all Ghanaians and the idle funds are not going anywhere, or to be used for any elections, and John Mahama is keeping him in office?
What this reveals is a very mind boggling state of cluelessness and incompetence, to be described as mercurial.
Is John Mahama and Terkper, Seth telling Ghanaians they have no idea of any infrastructure developments, they can put over $250million dollars to, from the accrued windfall from the treasury bills and other sources of funding for the GIIF as captured in the Act, in Ghana? Is that what John Dramani Mahama and Seth Terkper are telling Ghanaians, that there are no bankable infrastructure projects that over $250 million dollars can be invested in Ghana, that would actually repay itself and ensure economic growth?
And rather mysteriously, John Mahama and his NDC gov't cry when they are told plainly, they are incompetent?
If you are not incompetent how can any gov't, even remotely, take such an irresponsible decision?
This is the incompetence, the poverty of thought and the built in corruption that has conspired to collapse this country. It is a huge unmitigated and diastrous disaster.
How can such people lead this country?

The big question is why is a real brainer be subordinate to somebody who has never proven him except being intolerent to his opponent. This tells me that Ghanaians are enemy of their own progress. We keep the money with Bank of Ghana, we earn 0% on it, we lend it to someone else, we earn 12%. Even if it is true that we original money we borrowed was at 23%, are we not better off earning 12% on it, than earning 0% ? NPP fuo ye jimijimi fuo paa oooo!

Tekper's said, instead of the money sitting in the Bank of Ghana account and earning zero interest (no interest) as time is passing by and Ghana is accruing interest on the principal amount that we borrowed, it was far prudent to but the idle money sitting in the Bank of Ghana account to good use, by transferring it into the bank account of the entity that the said amount was originally allotted to. By so doing, the money will earn some interest. This is better than the zero interest that you NPP fools are rather wanted.

NPP fucking fools are like the proverbial servant that Jesus spoke about in the bible, the one who buried his capital/principal and told his master that he is wicked and returned the money given him without and accrued profit.
