  Why does the Honourable minister's ministry not do a pilot for an eventual public private partnership (PPP) with Leila Janah's SamaGroup - and tap into her Silicon Valley network for well-paying digital jobs for unemployed (and even unemployable) youth in Ghana?
  
  Such a PPP actually has the potential to make a huge difference to the lives of hundreds of thousands of young people in Ghana - and, unlike the present arrangement, the SamaGrpup will not cream off any government money from the arrangement.
  
  So it will be a win-win for all concerned: the state, the youth and the SamaGroup. Cool.
