Morna is absolutely wrong. The NIH cards used for 2012 elections were valid for the purpose of that elections. The supreme court having realized the unconstitutionality of the NIH cards, has directed that those cards are not valid for the 2016 elections. In order not to disenfranchise those affected, the EC has been mandated to give these people the opportunity to register again with the required documents. The supreme court is the final arbiter of the constitution. No other court has the authority to overrule their decision. The idea of more litigations on this issue is neither here nor there. The buck stops with the supreme court. It is what it is.

Mornah further indicated that: “In 2008, people used NHIS cards to acquire voters’ ID cards; in 2012 we said if you have an old ID card it could be used as a verifiable card [for the biometric registration] so, people used those cards to acquire a new one. If we are asking the EC to delete names of persons who used NHIS cards [in 2012], you have to extend it to 2008 when people first used it [the NHIS card] to acquire the old voters’ ID card,” which was subsequently used to get the current biometric voters’ identification cards.

Other precedents can be found all over the world including ghana to support this. If mornah was a driver fair enough but he's a general secretary of a party which has ruled ghana before. Bernard Mornah is wrong in his interpretation and presumptions of this ruling. The SC ruling protected the sanctity of the outcome of the 2012 elections and any appointments flowing from it. Thus the use of NHIS cards could not be used as a basis for annulling the outcome of the 2012 or 2008 elections as he argues.
The SC has ruled that NHIS cards are clearly not a proper source document for establishing nationality and so has asked the EC to correct it by deleting all such registrants to simply confirm their nationality by submitting acceptable source documents. The ruling simply affords the EC the opportunity to correct the anomaly whilst at the same time protecting the fundamental right of registrants to vote.
It is anomalous for the EC to accept that it indeed has the resources to identify such registrants through its Form 1A and then now turn around to say its understanding of the ruling did not stretch to deleting the names of such registrants. So what was their basis for their claim and reference to the Form 1A.Again what was the basis of their assertion that they were already in the process of cleaning up the register?
The EC should desist from such ambivalence as it risks a chaotic general election by so doing.

If we are taking anything on the nhis out retrospectively, then we have to ask well retrospectively take out anything that nhis has given birth to. Court action looming. The whole administrative process in Ghana lacks adequate technics.There is nowhere in the world that Driving License is used as a national identification document.The reason is that anybody can apply for a driving licence,even birth certificates are for sale now in Ghana.It can be used for other commercial purpose but not for elections at all.Mornah is absolutely right to defend those who registered with NHIS in 2012 within the law.The only difference here is that the Supreme Court didn't say they should be disenfrachised.They can re-register at the same time.My problem with the ruling is that,how is the EC going to notify those affected?I think the only way is to call those affected people to present themselves for re-registration immediately because we are not using residence addresses which could make it easier for EC to notify the victims.I think if the EC is waiting for exhibition period to do this then there will be prpoblem.Thank you.

In 2012, the CEO and Directors appointed by NDC who are friends of Benard Mornah by the way, sent biometric machines to the neighbouring countries to register foreigners to vote in Ghana's elections. It is because of these evil ideas of Mornah's friends at NHIA that is the reason why the NHIS is suffering today. All these foreigners access health services in Ghana, especially, pregnant women.

The EC is not listening to wise advice at all. The best thing to do is to make new register or validation; but she is singing the song of her masters (NDC) that no way for new register or validation. Ghanaians should forget this year 2016 election if the EC refuses to adhere to the Supreme Court ruling of deleting all the names of those who registered with NHIS card. Who did not know that NDC went to Togo and prepared NHIS cards for them to use and register in Ghana for the 2012 election. The EC will continue to face court charges until the EC does the right thing. Either this year’s election is suspended for all Ghanaians to get National Identification Card (NIC) and use it for new registration for new voters’ register before the election takes off. (It means an Interim Government should be formed and see to the printing of the NIC before the actual election) if these things cannot be done before the 2016 election.
