The fact is that Waltergates [Gh] Limited developed the system requirement, which is the most expensive and time intensive part of application development.

My friend, application development is a very expensive venture and more than 70% of such projects fail before the application is completed.

In one instance the US govt spent US$ 500 Million on a software for space mission, the whole project failed so the amount literally was thrown out of the window but evaporated as no one could catch a dime!

After Waltergates [Gh] Limited had prepared the system requiremnts ( ie every information you need to develop such an application) Ghana police cancelled the contract and employed its own IT people to do the programming based o the already cooked system requirement. The fact is that a well developed system requirement takes about 80% of the entire development time and consequently very expensive.

If Ghana Police was sure its IT team could develop that program, why did they contract another company at all?
