HOW ECG CREDIT VENDORS DUPE CONSUMERS.
My story: I paid prepaid credit of GHC50.00. Two days later, I run out of credit and my lights went off. My average consumption is GHC40.00 per week. I read the notice on the meter and it indicated- "out of credit, recharge credit". I paid another GHC40.00 and my lights came on.

I decided to verified the receipt I had for the GHC50.00 and realised it bore a different person's name, a different meter number but with the exact amount I paid.

Thank God I located the person whose receipt I had and realised she had paid GHC50.00 just minutes before I did on the same day and had her correct receipt.

So what happened? Why were there same receipts for two different transaction by two different people?

The vendor can credit your account with any amount he chooses, he will recall and print out any receipt that bears the amount you are paying, give you this dubious receipt and pocket the difference on your money.

In my instance, the vendor credited my account with ghc10.00, pocketed ghc40.00 and gave me somebody's receipt the bore the exact amount I paid (GHC50.00).

When I threatened to verify my bills from the ECG Office, the vendor called me back and now credited my account with GHC50.00, the exact amount I had paid.

This is how the vendors dupe the public. You pay an amount, they credit your account with a lower amount, give you a dubious receipt that bears the amount you paid and pocket the difference on the what you paid.

ANTIDOTE: Be sure to always read the receipts for each transaction before you leave the counter. Know the name of the consumer, the meter number, and know how many visits the consumer has made to the vendor. Finally, read the amount posted to your meter by the remote control or swipe card.

The vendors are cashing in on our ignorance because we don't like reading even the small receipt. The vendors usually do this when you send unsuspecting children to buy the credit for you. Verify the receipts always.

Public Utilities Regulation Commission is an independent utilities regulation commission, a creation of the 1992 Constitution. It does not take orders from the government, or Electricity Company of Ghana. What it does is to see to it that utility providers do not overcharge consumers.
Electricity Company of Ghana buys power from various power generators, including the state Volta River Authority and distribute it to consumers. Thus Ghana Electricity Company buys power distribute it at the price that will cover its operations costs and some profit margin.
I use a digital meter thus whenever I load the meter it tells me the amount of power I need for the month. This has not changed since January,so it is still GHC137.00 per month.
Let us assume that bill have been increased by 55% so a person who pays GHC100.00 formally for a month will now pay GHC155.00 per month.
I listen to an explanation by K.T. Hammond on the radio on Tuesday this week in which he said the meter has been running at 60rps to give the consumer one unit. He stated that it has been running at 48 revolutions currently. But let us make a simple arithmetic 55% of 60rps gives you 33rps. It means that or one unit currently the meter will revolve 27 times, thus you need to add 55 units to get the 60rps, meaning if one unit was selling at GHC1.00 it will now sell at GHC15.5.
Nana Akufo-Addo has said that the cost of generation of electricity power in Ghana is high as compared to the Ivory Coast. I do not currently have the figures, but it is a fact that the cost of labour in various countries varies, so also is the cost of the input into production.
The fact however is that the government does not regulate the price of utilities, thus Nana saying that he will reduce the cost of utilities when he come to power is false. He can only subsidize the generator of electric power and distributor at the expense of the state.

We complained of Dumsor now we are complaining about the bills we generate. Yet we pay more to engaging in pointless phone calls and dole out most of our salaries to mobile phone companies. So it seems we are willing to pay when the provider is a private organisation. Compare your phone bill to your electricity bill and ask yourself, which one is more important?
What is the fair price for electricity? Ghanaians are already paying less for their energy. Of course, expect to pay more for uninterrupted supply of energy.
ECG is sabotaging the government. It may not be intentional but they are.
It used to be that NDC is causing Dumsor. Now that the Dumsor problem has been solved, the smear campaign has shifted from Dumsor to killer electricity bills.
Why has ECG chosen this time to install new software anyway? The minister for energy must be proactive in checking all processes before they are carried out.
ECG workers actually get an incentive when the lights are off because it means they can leave work early or they don't even have to come in. The government must review the processes, procedure and operating model of ECG to ensure that there are no benefits to workers when there is Dumsor.
The other incentive that is creating the lack of willingness of ECG to keep the lights on is that, they usually have lights on when the whole country has lights off. So why will they bother to keep the lights on for the rest of us.
We need a national debate on sustainable domestic power provision in Ghana.
We need to own the problem and tackle it collectively instead of blaming government.
Power supply is plagued by a multiplicity of factors cutting across all sectors of our country.
- Consumers waste a lot of power because of ignorance and not taking responsibility. They leave power appliances on or buy less energy efficient appliances.
- The government must regulate the types of electrical equipment manufacturers bring into the country. Import restrictions or levies should be considered.
- Alternatives sources of energy should be considered. I know government is working on solar but the average Ghanaian cannot afford it because of cost. Government must provide some form of grant to consumers.
- Ghanaians are paying unrealistically low prices for energy in Ghana. This is unsustainable. Institutions such as hospitals, schools and the security services should be subsidised for official use.
Industries or high consumption users should pay more for their power.
Private provision should not be limited to the big players alone. Everyone should be allowed to contribute energy to the national grid.
- Public transport. Our public transport system is so unreliable that everyone else uses a car to work. This is so inefficient. It is actually cheaper for the economy for the government to provide free bus services to and from work for public sector workers.
Workers can subscribe to the service and be issued passes that will enable them travel free to work and leave their cars at home. This, by the way, will also reduce the traffic congestion on our roads. We actually waste most of our energy just sitting in traffic. It does not make any sense.
- Our building architecture. Why do we shut our windows, build houses with open kitchens, turn the stoves on, turn on our air conditions to cool our homes because we are heating them and preventing circulation of air? I think the government is overestimating the intelligence of an average Ghanaian. Believe it or not, people need to be told not to do that.
- Security and armed robbery. People lock themselves up in the homes as though they were in prison for fear of being attacked by armed robbers. You can leave your windows or doors open at night else you will be attacked. The only way is to lock up, and turn the fan and air condition on. Creating avenues for ventilation means risking letting in armed robbers. Also, the outside lights must be left one overnight to deter criminals from breaking and entry. These outside/street flash lights are very energy hungry. Apart from indiscipline on our roads, the other reason why we need streets lights to deter criminal behaviour.
- Recreation. We have no public places where one can relax except in the drinking bar. No parks – they have all been neglected. So we stay at home and leave the TV turned on 24 hours a day. Even if we are not watching, we put the TV on standby and go to work. That is alone contributes about GH 10 to our electricity bill. We don’t read, we only watch TV and listen to radio that seek to reverse all the knowledge we have acquired from schooling to be replaced by criminality, corrupt mind sets and indiscipline.
- Our dressing. So a three-piece suit in the middle of a warm savannah weather is not cool. You will need an air conditioner and a fan to prevent yourself from overheating and passing out. So if you dress up, you will need your air conditioner, both in your car and at home, on full blast to stay alive.
- Our roads, dust and noise pollution. How can one keep their windows open for fresh air when a 24 hour salvation enterprise called a church is in full session with drums blazing?
How can one keep their windows open when there is a dusty road near by choking their poor lungs? Dust actually kills.
How can one drive in an energy efficient saloon car when our roads are full of potholes? A V8 gas guzzler will do, thank you very much.
- Theft. A substantial proportion of Ghana is using electricity for free. You just need the right network and connection at the ECG and you will enjoy free energy.
Why would anyone bother to switch off their air conditioner when they don't have to pay for energy?
So the energy problem is not a government only problem. Ghanaians must take full ownership and responsibility. Until then, our energy problems are here to stay.
