  There was a newspaper article in the New York Times, sometime in the 1970s titled "How NOT to run an airline". The airline written about was the then Ghana Airways! A similar story could be written about the Electricity Company of Ghana and the Ghana Water Company Limited. If there is ever a case study of malfeasance, misfeasance, maladministration and mismanagement, these two companies fit the bill! Add to that tragedy, the low level extortion and corruption of ECG and GWCL employees. It us the job of top management of any company or institution to think ahead - - several years ahead. If regulatory actions are required from the likes of PURC, the management of the utility companies ought to have been fashioning such rules in advance - in tandem with the regulatory bodies. The professors who teach management and operations ought to be writing case studies to teach the new generation what not to do when they become top management in our companies and all they have to do 8th to write down the practices of current management of ECG and GWCL.

  Whilst I agreed that the GSB is responsible for testing of meters to maintain standards, I dare say that the mater should be laid squarely tat the doorstep of ECG. As an institution, I know for a fact that ECG has a Billing Meter Section which deals with matters such as we have at hand. Before any meter is installed, this section actively will test the meters based on their standards and ensure that the meters comply with their specifications. If not the meters are rejected whether it was brought in by unscrupulous MPs or not!I am convinced that ECG failed miserably to conduct due diligence or they are on collusion with the sellers to dupe Ghanaians. Hon. K. T. Hammond, I have provided this information to enable you investigate into details what actually happened. There should be no smokescreen. Let's have the facts, please.
