State Officials and their Involvement in Drug Trafficking in West Africa Preliminary Findings

4.1 Ghana

For example, during the 2008 parliamentary and presidential elections in Ghana, speculations were rife in well-informed quarters that drug money was funding key political players, including at least one of the more prominent presidential candidates.46 Raymond Kwame Amankwah, a notorious Ghanaian drug trafficker who is currently serving a 14 year-prison term at the Provisional Detention Centre at Caucaia in Brazil for drug trafficking, is reputed to have been a major donor to the then ruling New Patriotic Party (NPP). When Amankwah was jailed in Brazil, the government seized his vast property in Ghana, pending further investigation. A few months later Nana Akufo-Addo, who had by then been nominated Attorney General –and subsequently presidential candidate for the NPP – quietly returned the property to Amankwah’s family.47 Leaked US diplomatic cables quoted frustrated British officials assisting the Ghanaian government in its efforts against drug trafficking under Operation Westbridge48 telling the Americans that the Ghanaians were now, as the crucial 2008 elections approached, “more indifferent to the narcotics issue than in 2006 and had made little progress to tackle this problem in the past year.”49
Though always hard to prove, allegations that major political parties in Ghana are funded by drug traffickers are routinely traded between rival politicians, and these allegations sometimes appear credible. They are, in any case, not credibly denied. Even more important, the country’s two major parties have shown no interest in seriously reviewing the law governing party funding and elections, which are becoming increasingly expensive. Political party funding mechanisms are opaque; and, as a recent study argued, the increasing number of high-level officials and mid- and low-level public officials that have been found to be involved in drug trafficking and money laundering “indicates deep structural challenges and indications that crime is also being used in support of the political process.” Moreover, though “there have been positive results in investigating and prosecuting different cases involving mid- to high-level public officials implicated in drug–related offences, the majority have gone unpunished, seriously undermining the legitimacy of state institutions and providing limited disincentives for citizens not to engage in illicit activity.”50
Significantly enough, some of the most dramatic cases in which officials have been prosecuted and punished have involved foreign assistance, including the DEA-supported ‘vetted unit’ in Ghana’s national drug control body – NACOB. An oft-cited example involves a Member of Parliament from a district north of Kumasi who had been trafficking heroin to the United States. He is now serving a sentence in that country, due to be released in 2014. According to Aning et al, it is highly likely that if he runs for office again, he would be widely backed by his constituency, who saw limited discredit in his illicit activities since he significantly reinvested in development initiatives in the area.51 Given that his sentence was served in the United States, it is unclear whether existing provisions preventing candidates with a criminal record from running for office would be observed.
Another recent example relates to the case of Solomon Adelaquaye, the former managing director of the privately owned Sohin Security Company (which was responsible for security at the Kotoka International Airport). Adelaquaye was arrested and extradicted to New York in May 2013 where he was charged with conspiring to smuggle Afghan heroin to the US. Commenting on the arrest, an opposition parliamentarian took to the airvawes in Ghana claiming that the current National Democratic Congress (NDC) received significant electoral funding from Adelaquaye. The parliamentarian, Kennedy Ohene Agyapong, of the opposition NPP and a presidential aspirant who himself has been accused by rivals of drug trafficking, told a local radio station that the NDC acronym should be read as “Narcotics Dealers Congress”.52 These allegations have not been confirmed and it is unlikely they will be; notwithstanding, the repeated failure on the part of political actors to put in place measures to protect the political process from illicit funding only serves to suggest that there is some truth in the allegations. The pitched media battle that followed the arrest of Adelaquaye also suggests that external assistance in support of special units such as NACOB, while welcome, is also insufficient; rather, this form of support needs to go hand-in-hand with efforts to deal with deeper structural challenges hampering the political process.

The professor has a point. But the point is not in the conversion of the polytechnics to technical universities, but the changes required for the conversion to success. It does not therefore mean that they should not be converted. What is means is that, the government must ensure that the necessary changes are implemented to improve the chances of success for these technical universities to serve as the technical centres of excellence providing industry with the necessary expertise as part of a national agenda for industrialisation. Rome was not built in a day.

We hear similar hot air from naysayers when a bold initiative are being undertaken. The government will eventually be vindicated.
We heard similar bulshit when RAwlings embarked on the rural electrification project. Same old shit emerged again when the university of development studies was being created.The naysayers argued that existing universities rather should be equipped. It is always about giving more to those who already benefit from the status quo and never about access for the have nots. Professor Sawyerr is thinking in 19th century mode. We must start somewhere and then improve. The professor would have been the wrong person to be consulted as he would have favoured protecting the old universities against competition from new ones rather than supporting a forward looking position.
I say, create more technical universities and we will play by the ear on how we make them truly technical universities. we will identify the changes required to make them work.

The reason why Africa remains where it is because of this type of thinking and behavior. The professor is behaving like the typical blackman who has difficulty taking bold initiatives and pursuing it with the aim of making a change. The Chinese decided to do away with the conventional idiotic academic paths laid down by western education which have not helped them, and to pursue their path of development based on their culture and unconventional ways. Look where they are today. Professor Sawyer is locked up in the dead western educational dogmatic thinking that has not been helpful to us over the years. Let it be so with him and those who think like him. Ghana must take bold decisions and steps, and this is one of such. The doomsayers can choose to live in their cocoons.

Some of them write the small (g, j, p and y ) on line instead of them starting on line and part of them going down the line.
I hope the JHS should rather be made four (4) years instead of three, the SHS three (3) and the Universities three (3). The College of Education should have a post-graduate curriculum and Teachers should be post-graduates. (This way Hon. Ablakwa will have a sound sleep for Teachers else where are post-graduates).
Teaching is a profession and Teachers should be well equipped to teach and teach well. The current trend of enrolling SHS leavers into College of Education is not the best. they are not fully trained to go back and teach but rather trained to pass UCC institute's Examination. Their entrance educational level is too low to be Teachers.

I got so fed up and and want for further studies in the university. Today I am respected and given the chance to bring my ideas on board. In Ghana no body listens to a Polytechnic graduate. That is the problem in Ghana. Too much book long. It is killing the nation.

I am sorry for the position of prof. Akilagpa Sawyerr, but I am not surprised! In 1990 under Tony Blair, Great Britain transformed her polytechnics to universities. It is not for fun that those changes were done.The unfortunate problem we have in Ghana is that our university dons and for hat matter our academia continue to mislead us.In the first place take someone who goes to the 4 year technical school and from the basics have come to familiarity of his course in practical terms, be it electronics or masonary. This person continues to the polytechnic for his advanced certificate or diploma and thence to KNUST for engineer course in electronic engineering or Building engineering. Then somebody also goes to the normal secondary school be it the former or the present system with the intention of becoming a medical officer but after 'A' level could not be taken for medicine in the university , then he branches into electronic/ electrical engineering. These two people meet at KNUST, and for the prospective doctor turned to become electronic/electrical engineer are found in the same lecture auditorium. The technical school student has no problems. When the two complete their course, one is made superior than the other. The disappointed medical student becomes full engineer his technical partner becomes engineer technician with lower salary and status. You may find out from ECG who are their best engineers? Let us move to another field ; teaching. Post secondary education teacher training colleges were established to take care of the new education system since 1974. Mount Mary college was one of 5 of such institutions established on the African continent to train French teachers. Whereas Mount mary trained teachers could handle teaching French at the 'A' level at the time, none of our universities was ready to grant them admission on their graduation from Mount mary college. Frustration set in many left to the UK, Canada and France where they were accorded Master degree admission to read French. After a long while, Winneba (University of Education) opened a department for diploma in French. Students were former Mount Mary College students still teaching. It became obvious that Cape Coast University and the teaching staff had it tough before most of these students. I remember a French cultural attaché paid a visit with a french technical assistant then lecturing in french section of Modern languages Department of University of Ghana in Legon and during their interaction with students the they remarked with emphasis from the one teaching Legon asking whether we were studying for Ph.D; because according to him his students in legon could not handle the language with the ease and the efficiency with which we were doing. He was shocked when we told him our level or certificate is placed below that of his students in legon. He concluded by saying: "je ne comprendrai jamais le système d'éducation de ce pays avant de quitter". Meaning 'I would never understand the educational system of this country till I leave' A colleague left Winneba after the course to a University in Canada to read first degree in French, but the university declined and proposed to her M.A. in French. It did not stop there, this university wrote back to Winneba French department to explain their grading system because the student whom Winneba had graded 2nd Lower diploma graduate to them in Canada is a superior graded student. To date to the best of my knowledge and my contacts , Winneba never replied to that letter.
I am sorry, the waste of human resources by making Ghanaians spend their main productive years in school is bad for us. In fact many of these our intellectuals just go about unknowingly accepting the racist principle that the black man is mentally inferior. Zambia started admitting teachers who after 2 years of teaching into their first degree programs what is wrong with Ghana according Polytechnics degree awarding status? We are losing many of our national diploma awardees, because when they go out they accorded master degrees but when they apply to our universities in Ghana they are made to do complementary courses before being admitted to the first degree programme. What a waste?! I regret this comment by our respected professor but I don't blame him, he is talking from the point of view of a turf he is familiar with. What he does not know is that things have to change for the better.

All we do in Africa is chew, pour, pass and forget. we don't apply anything we learn in colleges, universities, polytechnics. What research and development have we done with all our education to produce anything for mankind apart from working in the ministries and getting bribes. The theoretical education does not do us any good unless we apply what we have learnt whether it is in secondary, technical, vocational or college level. African love names and title for nothing. We are a continent waiting for others to research, create and develop things for us to consume. With all the abundant natural resources God has given us what have we done with them? Only for other races to come and take, turn them into useful things and sell back to us. It is time we apply all the knowledge we have from various institutions to develop our own continent. Thanks.

Technical universities where practical skills are taught students is the way to go. As for those of our Profs who serve in various private universities, am afraid they are only scared they wouldn't be able to get enough former HND students to leech on as top -up candidates. What's the sense in an HND student of catering going to our traditional universities to do administration for a top up degree. Now the polytechnics are being empowered to take up that mandate.

Prof should visit the technical universities and see for himself the revamping of the institutions then he will appreciate why the lecturers and students are so enthused.

It was already a mistake to convert the technical schools to polytechnics. These days it is difficult to find skillful technicians who are well versed in measures.

What research had they published before being set up? Time will tell whether the conversion is useful. I am certain that they will deliver. the UG which you headed for 10 years started as a college and was converted into a university.
