This man called Kor lives in a village I guess. You can not ask parents to stop buying phones for their kids when there are no telephone booths around . What you can do is ban them from bringing phones to school or not to use phones during lesson hours. Parent buy phones for their kids because of communications . And sometimes, research. Most kids do t have time to go to the library because out libraries lack current resources like computers, not to talk of internet. Common WiFi to help others use their browsers , are passworded. Please, once again, you control the school so asking kids not to use phones won't be of a difficult task than asking them ( parents) alto stop buying phones.

It is about the control of its usage and not buying.
We are in a modern era where these devices can never be ruled out in our daily lives.
I would suggest stricter rules on owning such devices during school time.
