The PURC has the mandate to regulate and set tariffs. Does the PURC also have the mandate to tell public utility companies what processes, strategies, models and technologies to implement to improve their performance? As long as these interventions by the public utility does not contravene with the tariff system set up by the PURC,i find compliance with GWCL electronic billing pilot project. We ought to be objective and sensitive with out comments on the electronic billing system which has mutual benefits for customers and the utility and does not in any way violate the existing PURC tariff regime. It is the duty of the PURC to educate the public that the new billing system does not imply incremental tariffs!!. Journalist too should be critical with what they publish. Are journalist just to publish what they hear without cross examination??? Neo-journalism (journalism without critical research thinking) is the new tragedy of our time. I entreat all stakeholders in the water sector to collectively support the piloting of the electronic billing system.
