I'm USA citizen, you are correct. Corporal punishment is unnecessary in any public sector, especially school. Disciplining children should start at home with the parents/caregivers.
The child should be punished (s)he misbehaved. That is, if a child misbehaves at school, the school authority has the power to punish her. If the child misbehaves at home, it is left to the parents/caregivers to punish her.
