Is it not members of parliament who appropriate funds and approve budgets? Is it not members of parliament who should know the last time monies were appropriated to pay government utility bills?

Any member of parliament who talks like they're having an out-of-body experience need mental examination or better yet does not deserve to call himself or herself an MP or expert citizens to address them with low-balled honor title.
