Work with the rural banks in sada areas to give out loan at an interest rate the you prefer than opening a new bank.
Try it on pilot base with two bank for a period and expand it.

SADA playing the wholesale role and allowing private banks and sector to deliver loans and agro-inputs to small-scale farmers is one way to ensure recovery of loans and other potential default payments. I will however suggest that SADA goes into agreements with agricultural insurance companies such as Ghana Agricultural Insurance Program (GAIP) or the BOG and MOFA proposed crop insurance scheme to provide protection plans for these loans and agro-inputs. In this case, SADA could make it a condition that before a farmer can be provided with a loan facility or agro-inputs, a purchase of insurance cover is required. SADA can also negotiate with GAIP or any other agric. insurance company to reduce the premium payable by farmers since many farmers will be buying the protection plan and it not possible that all farmers to default at the same time, particularly that SADA will also be providing irrigation dams as climate change adaptation strategies.I also believe that with the liberalized insurance market and if the Insurance Act, Act 724 (2006)is amended to accommodate agric. insurance as some forward looking hon.MPs are advocating (e.g. Dr. Alhassan,the Deputy Minister of MOFA, Hon.Frank Annoh-Dompreh etc.), most existing insurance companies and new ones to be formed will venture into the agric. insurance business.
