The Honourable Finance Minister is saying in clear English that the book value of the debt stands at £25,000,000,000. Dr Bawumiah was saying, I do not dispute that it is now standing at $25,000,000,000 but it was originally $40,000,000,000. The Honourable Minister is also saying, I have my misgivings but I will not argue that point although it could be or less but the present value is $25,000,000,000. The Finance Minister must be a genius if he can shove off $15,000,000,000 from a debt and both Ghana and the lenders are happy. This means according to Dr Bawumiah that the amount of $15,000,000,000 is still in the system not accounted for? What is he conceding then? Why is no great economist telling us the story clearly? Dr Bawumiah's analogy is most disturbing to say the least. I borrow $100, then somehow, the value (not by re-denomination became $10 which means I now owe a mere $10 but have actually taken delivery of $100. That Ghana Cedis gained strength pushing the dollar down - meaning the money I actually borrowed is now $10 and not $100. Pitching the sum at $100 whilst agreeing that it has gone down to $10, how much must the Government account for as spending - $10 or $100? Has someone found a secret account for this slosh money? In my layman's opinion, therefore, the Finance Minister, Honourable Seth Terkper is right in reporting the book value as the borrowed money. Reporting any other value even between $25 - $40 will mean, a substantial amount has been withdrawn from Ghana's coffers. The Opposition cannot and Government will never yield to this "account for this, account for that? Then, next it will be tell Ghana how all the revenues from ECG was dispersed and then Vodafone and then, and then? Are there no Accountants and auditors in any of the government institutions? If one is privy to some wrong doings against mother Ghana, why not package these things properly for the Government appointed Ministers to answer or defend? Packaging is all that matters and not sending Ministers on wild errands of retrospectively telling Ghanaians how they spend monies which comes into Ghana coffers. That does not concur with the tenets of a developed nation. Report real wrong doings with facts and figures and if it could not be challenged, there is a case for public consumption meaning the judiciary. Ghana will never and can never tell his or her story to the whole world each time Dr Bawumiah or any opposition party members comes up to ask. It is never done anywhere in the world and why should Ghana be an exception. That the world will know how many tin tomatoes the Government of Ghana imported to the last bag ogari? Ebei! This na politics anaa kini?

If it is to win cheap votes - please forget we are not convinced. An NPP Minister will never yield to such cheap wild goose chase. Put respect back in Ghana politics please.

1. Ghana is issuing domestic Government bonds at 24.5% yield (interest rate). When government issues a bond, it means she is borrowing the money, expecting to pay back the borrowed money and the interest rate.

2. Ghana is issuing Euro bonds at 10.5% yield.

For those who don't understand finance and economic development, the economy of a country can't grow if its government is borrowing money at such high interest rates.

First domestic banks will not be willing to loan money to local businesses at rates below what the government is paying, meaning local businesses will not have the capital to employ people.

Second, because the government is paying such high interest rates on money borrowed, the government wouldn't have enough money for domestic programs.

If Mahama is telling the new graduates to start businesses without loan facilities for them, how does that make Mahama a qualified president.

But we all agree our debt to GDP ratio is 70%. He implied the 40 billion debt being mentioned by Bawuah and his cohorts cannot therefore be credible. So, if you cannot even understand how much money you have borrowed, how can you manage the money? I mean you don’t have a sense of how much money you have borrowed, how can you manage it?” Dr Bawumia quizzed and added “It’s mindboggling but these are the people managing our economy and if you cannot understand simple facts like these, how do you go to the more complicated act of creating jobs?” he questioned.

This is the incompetence and mismanagement we have been talking about. Here is a gov't that does not even know what it has borrowed, how much it has borrowed, has absolutely no sense of it, and is actually patting itself on the back for that earth-shattering ineptitude that has collapsed this country and rendered our currency one of the worst in the whole of Africa and wants to be applauded for this irresponsible conduct and we wonder why the country has collapsed????
How can such mindless incompetence lead this country to anywhere apart from the abyss?
The wicked irony of this state of affairs is, of this amount, if even half had been used for development, Ghana would have seen some growth. But of that amount, barely $7billion have been used for projects in this country from that green propaganda book of phantom achievements with the rest blown and squandered through looting, thievery and corruption and this John Mahama NDC gov't wants to lead this country, again????

What you have to consider is that you will have to service your original $100 loan (your actual contracted debt) and not your book value of $10. This is what you need to be planning against and not the nominal value. By planning with your book value you risk undervaluing your true debt.It's that straightforward.

I really don't understand those who published this misleading story and those who believe them. How can one borrow $40 billion and them end up owing $26 billion as your total debt? Where is the remaining $14 billion? Did we pay it back within the period? Did the lending countries and institutions forgive us to the tune of $14 billion? Hmmmmm!!! Now he claims some appreciation/depreciation of the cedi to explain his idiocy. What he fails to tell his semi-literate and unsuspecting supporters is that the money was borrowed in dollars and our total debt is $26 billion, so the cedi has nothing to do with it. I you borrowed $10 dollars ten years ago and continue to pay the interest over the period, the principal remains ten $10 dollars today. It does not become $6 dollars unless you also pay part of the principal over the period. Barwumia thinks everyone is stupid so he can hoodwink the generality of the public. Using the cedi in the argument is quite deceptive. He always claims that the NPP left a debt of $9 billion dollars but conveniently says the NDC has ballooned this to close to 100 billion CEDIS (Emphasis mine) after multiplying the dollar equivalent by the current cedi rate of 4 cedis to a dollar. He deliberately refuses to multiply the $9 billion the NPP left by 4, thus indicating that the NPP contributed $36 billion cedis to our current $100 total national debt, in cedi terms. Yes, that is the truth which he refuses to indicate. Anyway, that is the ever Lying, Deceitful and hallucinating "NPP Economics Genius" doing what he knows best how to do. I think Barwumia must come out and tell us the new economics theory that supports his position, and the world will applaud him as the economics genius of the twenty-first century. Common sense does not support his very political and mischievous position. This is the height of Political Deception.

It is interesting how this issue is being discussed. Ghana has borrowed $40b from country X to be paid in 10 years. Fine! If Ghana should go through varying exchange rates of its local currency, from the time of contracting the loan, it does not mean the lender will accept the current exchange rate as the basis for repaying the loan. Ghana's current exchange makes the loan $25b. But the creditor knows he gave Ghana $40b. We should not deceive ourselves that we are making a gain based on the current exchange rate. The Finance Ministet must know that Ghana must repay the original loan amount to the creditor. The creditor cares less about the exchange rate of Ghana's cedi. Ghana's problem will be how much of the local currency it has to use in paying her debt. $40b stands in the records of the creditor. The truth must be explained to the illiterate citizens of the country. The Government propaganda machinery is too noisy but with little substance. We are in for shocks if we deceive ourselves. Ato Folson explains before the PAC that a contractor who has not completed his work should be paid the full contract sum so he does not send the government to court. What nonsense! The government is not up to the task of running the country. Period! Thank you.
