  The Rural Service Centres are a private sector initiate and have nothing to do with government. It is to ensure farmers have access to the needed inputs which they can buy and pay for on their own.they market subsidized fert ...

  The figures quoted in this article may be referring to the weight of cocoa PURCHASED per hectar of cocoa farm as opposed to PRODUCTION per hectar.
  
  Just to clarify further, one may consider that: QUANTITY PURCHASED = QUANTITY PRODUCED - QUANTITY LOST through smuggling, disease and poor farm management.
  
  Therefore the effectiveness of any rehab program/policy will depend on kwowing where the problem lies:
  1) Inefficiencies in purchasing,
  2) Inefficiencies in growing, harvesting/processing
  3) Inefficiencies in minimizing losses, especially smuggling.
  
  Obviously, farmer education and sills training programs and policies will ADDRESS gorwing, harvesting and processing inefficiencies. But is that the key reason for frequent changing PUCHASING levels?
  
  It is unlikely that farmers' skill levels in growing, harvesting and processing cocoa will change as randomly as changes in the level of Ghana's cocoa purchases.
  
  The randomness of changes in the tonnage of Ghana's cocoa purchases seem to more logically point inefficiencies in PURCHASING and minimizing LOSSES.

  I didn't not see Volta region among the regions. Some of us are doing every thing possible to change Volta region's position in cocoa farming so nothing should be done to discourage us .

  Please am not talking about tribalism here but I believe same problems that other regions have also exist in Volta region.

  do not worry. that will change soon. ther is a current programme for youth in cocoa in Volta. I am sure u will get wing of it soon
