This has been possible because Ghana is a lawless country. Authorities are unaccountable to the people that pay their salaries and the people accept that. They call the MPS 'honourables' and their president is like a 'god'. It does not matter how poorly he performs he would continue to enjoy the support of many just because he is the "president" a god. His subordinates and all the people in positions of trust are all 'mini gods', they are above the law.
