Different African countries are at different levels of democratic dispensation. Don't forget USA, UK, France, Canada, Germany (western countries) claim to be practicing democracy. In the same way North Korea, China, Iran, Cuba etc also claim to be practicing democracy -some social democracy. There are democracies and fake democracies. In Ghana the police has no authority to ban social media. They need to seek approval from parliament before they can take any action to curtail people's rights.Without 0arliamenrary approval they cannot do "foko".
