  How can a car be registered in someone else's name without the office records revealing the previous owner's personal record, and whether the car has been reported stolen or involved in some criminal activity? Every car has a unique serial number which is needed for title transfer and insurance purposes. Ghana Motor Vehicle Dept. may need to correct such inefficiencies to be abreast with modern times.
