  This thinking of Kufour is 19th Century Economic philosophy.
  When you have a small economy like Ghana and the threat of globalization the way to go is state Capitalism where the government becomes a big capitalist.

  Example is China.
  Young guys ignore the old economy theory of Kufour. this Kufour's theory is what is creating youth unemployment
