  This is crazy advice. How can a contractor do due diligence on funding of a project? Can they look at the books of a DCE or ministry? Don't push this responsibility on the contractor but institute tough disciplinary measur ...

  This is crazy advice. How can a contractor do due diligence on funding of a project? Can they look at the books of a DCE or ministry? Don't push this responsibility on the contractor but institute tough disciplinary measures if a government arm proceeds on a project without the appropriate funding. Moreover, there are numerous valid programs that are no longer getting funding or are significantly delayed. The government needs to take responsibility for those cases.
