very good comment. I will support any call to stop such practices in our country.
This is where a working parliament ought to enact a law to demand refunds of application fees for excess applicants within a prescribed period, or pay interest.

do not apply when you do not qualify. some do so to find ways and means to get admitted even though not qualified. The institutions must be clear on who should apply. Refund at least 80% if not admitted.
