Sometimes you have to do little maths about what you read. how can one tractor cost 5.05 millions GHS. In short what they have written at this website is not true because a tractor will not cost that much.

Mr Mahama is just joking with Ghanaians.
The question is, the things he is promising to do, if Ghanaians retain him,he has been in government for almost eight years, six years as President,what stop him from implementing or at least start the projects he is now promising?
Or is just his usual thing,always promising what he knows he can't fufil?

It does not mean that the central government will pull out the cash for the tractors. What normally happens is that the GOG will deal with the companies to provide the tractors. An agreed amount will be paid by the central government while the rest of the money would be paid through an agreed period by the mechanization management centres. These would be private individuals in the districts who would enter into a PPP with the district assemblies.
