  This scam is successful because the Ghana Policeman will demand money for everything, something unheard of in other parts of the world. Shouldn't it have been strange for anyone to hear that policemen are demanding money by the roadside to drop a case? So, the scammers are feeding on the reputation on the image the police have created for themselves.
