The National Campaign Coordinator of the National Democratic Congress, Kofi Adams, has discounted claims made by President Mahama that he contributed significantly to the writing of the 2016 manifesto of the party.

According to Kofi Adams, who disclosed this to Brong Ahafo regional executives of the NDC on Thursday, 15th September, in preparation for the NDC's manifesto launch on Saturday, urged the members of the party to "treat the President's remarks with a pinch of salt."

Kofi Adams, whose claim did not sit down well with regional executives, told the 25-man team gathered at the Eusbett Hotel, that "President Mahama did not write 'foko'. He did not contribute in any way to the drafting of the Manifesto. You can ask any of the committee members. Lee Ocran is here, you can ask him."

Member of the Manifesto Committee, Lee Ocran, who has been a member over the years of various manifesto committees, subtly tried to water-down Kofi Adams' comments by stating that "well, I wouldn't use Kofi Adams' word and say the President did not write 'foko'. Yes, it is true that he did not contribute to the writing, but at least he saw the final draft before it went for printing."

ADVERTISEMENT

As though this was not enough, Lee Ocran further stated that "the draft manifesto come to as without a single mark or annotation by the President, meaning he was very comfortable with the manifesto given him."

This submission by Lee Ocran, drew an angry response by Kofi Adams, who stated, to the dismay of the NDC faithful gathered that "I don't know why Lee Ocran is being diplomatic. I will call a spade a spade".

He told the Brong Ahafo Regional executives to cast their minds back to the presentation of the manifesto highlights made by President Mahama, saying that "the President's presentation was one of someone who did not even know the details of the manifesto, he was just reading out the highlight with no emotional attachment to it whatsoever."

The bombshell, which was to break the proverbial camel's back was yet to come.

Kofi Adams, who is also the National Organiser of the NDC, told the gathering that "we never plagiarized or copied the NPP's manifesto for 2016. This is because they don't have a manifesto yet. However, we picked ideas from the NPP flagbearer. He has said some useful things, which we dubbed. After all, they were just ideas he was floating about and not contained in any formal document."

It will be recalled that on the same day Kofi Adams was making this disclosure, President Mahama was also addressing chiefs and members of the Ga Traditional Council, where he contradicted Kofi Adam's claims by stating that he directly participated in the drafting of the NDC 2016 manifesto and can vouch for its originality.

On this day in 1972, George W. Bush, the nation’s 43rd president, was permanently suspended from flying with the Texas Air National Guard for having missed an annual medical examination.

The matter spawned a political controversy in both the 2000 and 2004 presidential campaigns. Reporters probed not only how and why Bush had lost his flight status but also how he came to be a member of the Texas Air National Guard during the Vietnam War and whether he had in fact fulfilled the requirements of his military service contract.

Bush defended his military record by contending that he satisfactorily completed all of his military obligations.

National Air Guard regulations require pilots to pass an annual physical in order to remain in flight status during the three months prior to a pilot’s birthday, in Bush’s case, July 6. Because Bush did not take the exam during this time frame, his commander suspended his flight status. The decision to do so was confirmed by Col. Bobby Hodges on Sept. 5, 1972, and re-confirmed by a National Guard Bureau order on Sept. 29 of that year.

As a presidential candidate in 2000, Bush said he wanted wait to take the physical until it could be done by his own private doctor. However, Air Guard regulations require that the physical be performed by an Air Force doctor. Moreover, flight surgeons conducted Bush’s two previous physical exams.

According to his military records, Bush never flew again as an Air National Guard pilot after April 1972. He received an honorable discharge from the Air National Guard in 1973 to attend Harvard Business School.

Some opponents of the 2003 U.S. invasion of Iraq subsequently equated Bush’s stint in the Texas Air National Guard and his Harvard deferment as evidence that he had maneuvered to escape the draft during the Vietnam War

Kuffuor or Mills did not wear them does not mean no other presidents could wear them if they so choose to wear them. Akuffo Addo can choose to wear them if he becomes Commander-in-Chief of the Ghana Armed Forces. Give us a break. I think Prof Kweku Asare is just intimidated by the good looks of the president in the military outfit, otherwise I do not see the rationale behind his critique. He should do more research before he comes out with such attacks next time.

President Bush wore a high level military ceremonial uniform as Commander-in-Chief for the occasion and not a kind he would have worn when he was a cadet.

I don't know much about the Ghana military uniform regulations but I think it is not much different than what we have here in the US. Mahama's can be charged for pretending to be a military but he is not. I don't know who advises him. I don't think they even read the Ghana Armed forces uniform regulations before he put it on. This is shameful and embarrassing for the whole nation. For those defending him on this platform, this is not about NDC or NPP. This is about protecting the rule of law and the constitution in Ghana. Don't even compare him to those US presidents who wore the uniform as Presidents. Those presidents were for some time ago in the US military. Mahama had never been in the military.

Who can arrest the Commander-in-Chief of the Armed Forces of a nation if he adores himself in military ceremonial uniform.

Please acquaint yourself with the meaning of The Commander-in-Chief of the ARMED FORCES. The Commander-in-Chief is the one who has his finger on the nuclear bomb code and no-one else. The military personnel confer with him on any strategic moves. If Obama did not sanction the move to nuke Osama Bin Ladin when he was found nobody could have authorized the move. Mahama is not different from any president of any nation who is elected by the people. Irrespective of his military background the constitution confers on him the title, Commander-in-Chief, whether you like it or not. Without his leadership collaboration his nation cannot go to war. You should respect whoever your president is in Ghana.

What I said was, I don't know much about the military uniform regulation of Ghana. Having said that, according to Ghana constitution, a civilian (i.e., including the president himself), cannot wear the military uniform of the Ghana Armed forces in Ghana if they are not a member of the Ghana Armed forces. Even me being a member of the US military for over 17 years, I cannot wear my uniform in Ghana unless I happened to an Attaché at the American Embassy.

This story is not much important to me to even argue about it but I am just curious as to why the president will wear that. His advisers are not doing him good service because it is issues after issues just like taking the millions of dollars to Brazil without knowing that they will be taxed, or it is against international rules, etc.

Anyway, because you mentioned Obama, Just to let you know, any US president who never served in the US military cannot wear the US military uniform. Even for those who have served, they wear them only during military occasions and functions. Anyway having the nuke code doesn't really mean that you have it, and ready to go. It is a "need to know". You are clueless about Ghana constitution. Mahama is a civilian! Commander in chief is a title given to presidents by the constitution just like First Lady, first children, etc. Now the commander in chief is not a military rank. It is given to only civilians in a democratically constitutional elected presidents. It does not entitle them to wear the military uniform. Now, if you saw some elected presidents wearing the uniform, then may be they were once in the military before becoming president. Even with that, they can wear the highest rank that they had when in the military. Let's use Rawlings as an example, he could not wear the uniform of a General even though he was the Commander in chief. So long story short, Mahama's was wrong, and it is against the constitution because as a civilian, even though he is the commander in chief by the constitution, he can not wear the uniform.

The title of a Commander in Chief goes further than what you think and not comparable to the titles of first Lady,or first Son.Those are hollow titles.The title of a Commander in Chief to the leadership implies that only the President has the power to Commit the Country to War. Remember, a Soldier does not act until Commanded by his Superior Officer.
Therefore, on ascension to the throne,
a President automatically become the Supreme Commander of the Armed Forces.Therefore, Yes; a President can wear a Military Dress especially in time of War to boost the morale of his field Commanders.And this case if he prefer to send a message that he's honored to be one of them(provided he can manage his Stomach to look presentable in military dress).

My worry is that the CDS ( a childhood friend of Mahama, whom the latter has kept in office as Airforce Commander for 2 terms of 8 years in total, plus being made CDS by sacrificing the immediate past CDS, a much better professional Officer) cannot stop the President, for fear of incurring the President's displeasure. His inauguration as president is not a commissioning as some would argue. Professor I am afraid you are stepping over the mark by stressing the fact that the military should be under the civilian. You are encouraging confrontation between civilian and the military. There is no need to do this, You are also unnecessarily too technical. This is just a show of solidarity with the military. Let the military also appreciate their Civilian Commander by associating with him that way, just for once.

As a professor of law, you should always cite the laws, not anecdotes, to support your position.

The President is a Commander in Chief, and all other personnel of the military are under his command.

If the Commander in Chief wants to assert the spirit de corp within the rank and file of the military, he could dress like a soldier to boost the moral of the soldiers.

To my mind, there is nothing wrong with that, and the law and tradition do not prohibit him from doing that.

Please, focus on more important things rather than commenting on matters that are within the right and authority of the President.

The "real law" per article 57(1) makes the President Commander-in-Chief of GAF and 57(2) of same gives the President PRECEDENT OVER ALL PEOPLE IN GHANA!!! So who are you to dictate what JDM should wear when he is with his army? Hey "prof"; God forbid, but in times of war do you expect the President to visit his troops in "coat & tie" or in bullet-proof military "camouflaged-uniform"? in my humble opinion, a "useful professor" will rather offer Ghana intelligent solutions to remedy the numerous "anti-development" defects

The military organizational structure is a linear type and the President is at the apex where authority descends from down to the last private soldier.His training on weapons and his security are all matters of p rotocol.His choice to clad military uniform occassionally is optional and demonstrates his passion for the military. I advice that no political meaning alongside baseless legal interpretations should be read into his choice.

First of all it is important not to politicise the issue. The fact is that there is nothing wrong with President John Mahama, as Commander-in-Chief, wearing military uniform. The unfortunate statement by the Prof and other comments indicate how ignorant most people are over this subject. Prsident Mahama is not the first President to wear a military uniform and may certainly not be the last. Have you seen George W. Bush in Combat Fatigues of an Air Force Pilot? Have you seen the pictures of of Presidents Goodluck Jonathan, Bai Koroma and Uhuru Kenyatta in military uniform? These are but a few. As Commander-in-Chief he literally leads the forces to war. The decision of war and peace lies at his bosom. For good or bad he is the "brain" behind every military decision at the highest (strategic)level. If he can order the Generals about, what is the big deal in wearing their uniform just to show affinity? This hullabaloo is much ado about nothing and a waste of time. Make no mistake, as the learned professor intimated, the military do not resent their C-in-C wearing their uniforms, they cherish and relish it. It is a mark of camaraderie and esprit de corps. Let us put this matter to rest and concentrate on more relevant issues as peaceful, credible elections and an improved economy.

I think if you agree that he is entitled to wear the military uniform which has not been stated in the constitution but only e non existing rank in the military as e chief of GAF. Then I will suggest that henceforth our regional ministers, Defence minister, interior minister, MCE's and DCE are also entitle to wear any security uniforms of their choice. constitution has made all regional ministers as head of security in their respective regions, same as MCE's and DCE's as well as defence and interior who are also heads of f various state security agencies. Let's reason through this.

Rge CIC is allowed to wear ceremonial uniforms on such occasions. What he can't do is wear them on a daily basis to work and even to the market.

The SUPREMO President was at a military function that necessitated his wearing otherwise on normal days he does not wear it, let us not blow it out of proportion and accept that he was smart in the uniform as a graduate from the prestigious military college in England.
