Which country practises this? Instead, one would have expected the Police Service to encourage such hard working personnel, who should be promoted first. Dont they use their new skills acquired after returning from further studies? Are rules made for man or vice versa? So Mr Arthur, you are doing this becos of jealousy? That is the only explanation. Change the rules, otherwise very soon, apathy and demotivation will set in. N you know what that can lead to? Unreasonable Cephas Arthur and Police Service archaic rules. Ofui again!!

The rest is good learning, training and experience. Trust me medical schools get rid of good potential doctors who failed exams but otherwise will have been PERFECT DOCTORS. Modern societies have come to accept that in medicine and other professions the education training & experience have been combined to develop professionals and diplomas issue to cement confidence. Lets CREATE GOOD policemen/women without making the entry requirement DEGREES ONLY

You do not talk to security personnel in that manner. Common sense should tell you that internal recruitment save money, time and eschew corruption. Stop deceiving the general public about Graduate recruitment,is it not create,loot and share and nepotism going to be at it highest peak?. Are they not only going to recruit police officers, and top politicians children? Today is your turn so you can go ahead and say anything that suits you but remember what happened to the late DCOP Awini, Mr. Eklu and Mr. Kwasi Ofori so shall you be. No condition is permanent. I am not perturbed because if you have an IGP who is more interested in collecting a cheap doctorate degree these are some of the things that occure. You are talking of study leave, when was the last time police administration ask personnel to submit their names to be short listed for study? God is watching.

Education while on the job was when the country lack experts and holders of higher drees.
Now it is a thing of the past!
To me, a fresh graduate with a Masters or PhD degree with administrative experience or a potential administrator can, and must be recruited into such a position and not wait on the so-called "long service promotions.
This can bring about the needed transformational changes we are longing for.
